About this opportunity
The Department of the Navy Military Sealift Command seeks a fixed-price time charter with reimbursable elements for one U.S.-flagged or foreign-flagged vessel (to be reflagged U.S. prior to delivery) to tow a passive acoustic monitoring system in support of Navy operations, with proposals due October 22, 2026. The procurement is a Women-Owned Small Business (WOSB) set-aside, unrestricted acquisition, NAICS 483111 (Deep Sea Freight Transportation).
Place of performance is Norfolk, Virginia, with worldwide operational capability required across all ocean basins from Arctic to Antarctic during seasonally ice-free periods, complying with IMO Polar Code Category C for open-water polar transits. The vessel must tow at 4–6 knots for 24 hours daily for up to 45-day events, maintain directed heading within 5 degrees for extended periods at slow speed, and be capable of operating in open water near the Marginal Ice Zone with ABS Ice Class D0 certification for encounters with young open ice.
The contract includes a one-year base period followed by three one-year option periods and one 11-month option period. Vessel must be classed by an International Association of Classification Societies (IACS) member, accommodate 30 government personnel, support installation of approximately 7–10 ISO vans (4,224–5,008 square feet total) with 304,100–404,285 pounds of Government Furnished Equipment, and provide comprehensive deck space, electrical power (150 kW minimum at 440/460/480 VAC three-phase), freshwater, seawater, and compressed air services. Crew must be U.S. citizens; the master and all deck officers must hold U.S. Secret security clearances. Contractor must maintain comprehensive marine insurance, provide worldwide INMARSAT/VSAT communications with 1024/1024 Kbps minimum satellite bandwidth, and comply with force protection, anti-terrorism, and CBRN-D requirements. All force protection and training costs, including annual anti-terrorism certification, small arms qualification, Rules of Force training, and force protection drills, are included in the fixed per diem rate. Pricing structure separates charter hire (Firm Fixed Price) from reimbursables (fuel, port charges) across five contract periods. Recent amendments extended the deadline multiple times; Amendment 0007 (October 5, 2026) set current due date. Wage Determination 2019-0288 Revision 27 (effective September 2, 2026) applies, with hourly rates ranging from $13.09 (Ordinary Seaman) to $92.16 (Master) plus fringe benefits. Evaluation uses Low Price, Technically Acceptable (LPTA) methodology. Contracting Officer: Franklin C. Orvin; Point of Contact: Ashley Smith (757-839-0958).
