About this file

This is a pricing template for vessel charter services under RFP N3220525R6003 for the Navy's SURTASS-E (Surveillance Towed Array Sensor System Enhancement) program. The template requires offerors to submit daily cost breakdowns across five contract periods: one base year (365 days) and four option periods (Options 1-3 at 365-366 days each, and Option 4 at 335 days). Pricing categories include crew-related expenses (wages, training, victualling, transportation, and other crew costs), vessel costs (maintenance, lubricants, surveys, equipment, capitalized costs, and depreciation), insurance costs (protection and indemnity, hull and machinery premiums), general and administrative expenses, and profit. All prices must be stated in U.S. dollars and presented as daily rates that are then annualized by multiplying by the number of days in each contract period, with adjustments for assumed off-hire days.

The template also includes a fuel consumption data section requiring offerors to specify daily barrel consumption rates across four operational scenarios: fuel underway laden (277 barrels/day estimated), fuel underway ballast (396 barrels/day), auxiliaries underway (0 barrels/day), and idle fuel periods (1,306 barrels/day) across a total of 1,979 performance days. Offerors must select from three fuel types (MGO/MDO, IFO-180, or IFO-380) and provide consumption data matching Special Time Box requirements. The Government will convert barrels to metric tons using specified conversion factors and apply Defense Logistics Agency-Energy (DLA-E) Standard Prices as of July 1, 2026 (MGO/MDO at $1,188.66/metric ton, IFO-180 at $759.23/metric ton, and IFO-380 at $752.49/metric ton) to calculate fuel reimbursement.

Notes:
The total number of days include the base period and all options to include the FAR 52.217-8 Option to Extend Services.
The number of days in the box above are considered estimates and shall not form the basis of a future claim.
The Government's fuel consumption calculations will be made using metric tons as the unit of measure. The below table will be used to convert barrels to metric tons.
Conversion Factors for Barrels to Metric Tons
MGO/MDO:7.507 barrels per metric ton
IFO-180:6.526 barrels per metric ton
IFO-380:6.468 barrels per metric ton
The price per metric ton will be based on the following Defense Logisitics Agency - Energy (DLA-E) Standard Prices as indicated in the below table.
DLA Std Price - 1 July 2026
Defense Logistics Agency - Energy (DLA-E) Standard Prices
MGO/MDO:per metric ton$ 1,188.66
