About this file
This is a Technical Evaluation Worksheet that outlines the specific technical proposal requirements offerors must address when responding to the SURTASS-E RFP (N3220525R6003), a U.S. Navy time charter solicitation for a vessel capable of towing passive acoustic monitoring systems. Offerors must provide documentation certifying a five-year history of overseas port calls with duration and purpose; objective quality evidence from accredited noise and vibration organizations demonstrating compliance with established acoustic signature thresholds, or certification that the vessel meets ABS UWN(R) class notation or equivalent; and warranties that the vessel's deck can support an 78,000-pound towing winch load and is capable of towing acoustic arrays at 4,000 nautical miles at 4-6 knots for 60 days continuously at 24-hour daily operations.
Additional technical requirements include detailed conceptual drawings showing how a 10-van SURTASS-E mission system would be configured on deck with specific positioning constraints for the over-boarding chute and handling platform (immediately adjacent to transom), winch and repair parts modules (no more than 12 feet forward of handling platform), and portable accommodation modules (within 50 feet of winch centerline); a deck configuration drawing with exact measurements for a government-furnished stern section measuring 36 feet by 31.7 feet immediately forward of the transom; and a notional stateroom drawing demonstrating berthing capacity for 30 government personnel consisting of six individual staterooms and additional double-to-quad staterooms totaling 24 additional berths. The vessel must also have minimum deck area of 3,456 square feet exclusive of the government-furnished stern section, with all sides of equipment maintaining minimum four-foot clearance.

| Requirement | Requirement Description | Offeror |
Page # / Box #
| 2 | Offeror shall provide as part of its proposal a list of overseas ports the vessel has called at within the past 5 years of RFP issuance, duration of stay, and general purpose of visit. The Contractor shall certify that the list provided is accurate. |
| 5(c)1 | Offeror shall provide objective quality evidence, test reports, or information, from any accredited noise and vibration organization, showing how the vessel being supplied does not exceed a threshold established in paragraphs 4.a and 4.c of the PWS. |
or Offeror shall provide evidence that the offered vessel is specifically designed and built to reduce its acoustic signature to comply with ABS UWN(R) class notation, or other classification society equivalent, consistent with the provisions in 4.a and 4.c of the PWS and must warrant that it will provide objective quality evidence, test reports, or information, from any accredited noise and vibration organization, showing how the vessel being supplied does not exceed a threshold established in paragraphs (4.a) and (4.c) as outlined in (4.b) at delivery and must warrant that it will meet the PWS requirements as outlined in paragraphs 4.a and 4.c at the time of delivery of the vessel.
| 5(c)2 | Offeror shall warrant that the vessel's deck can support a winch towing load of 78,000 lbs (346,961 Newtons)? | |
| 5(c)3 | Offeror shall warrant that the vessel is able to tow a long line acoustic system at 4000nm @ 4-6 knots, 24 hours daily for 60 days continuously during normal towing operations. | |
| 5(c)4 | Offeror shall provide a conceptual drawing of how the 10-van system as shown in Diagrams 1a through Diagram 4 would fit on the deck(s). The drawing(s) shall include clearly defined distances/dimensions, that adhere to the deck configuration requirements listed below in a-d. If the proposed deck configuration provided deviates from the diagrams as far as location, the Offeror’s drawings shall still conform to the distance and dimension restrictions outlined in the below deck configuration requirements as described in a-d. | |
| a. | Over-boarding chute and handling platform; The government furnished chute and handling platform shall be located immediately adjacent to the transom of the vessel. No deviation in the location is authorized. This chute handling platform will be installed in the deck footprint identified in paragraph 3.d. and 3.g. | |
| b. | The winch and On Board Repair Parts (OBRP) Module Stowage Reels, and supporting integration framing foundations; The winch and OBRP Module Stowage Reels vans positioning can vary from being located immediately forward of the handling platform, to a location where the aft most section of the winch frame is no greater than twelve (12) feet (3.66 m).forward of the over-boarding platform. The relative position, port and starboard, of the winch and handling platform cannot be changed. The winch and van position may only be adjusted forward and aft. | |
| c. | Portable Accommodation Module (PAM) and supporting integration framing foundations (forward 6 or 9 vans).; PAMs for the mission system shall be installed in a two or three row configuration as illustrated by SURTASS-E Van Configuration Drawing (SES-D-00169) illustrated in Diagrams 1b through 1f. The installation of 6 or 9 units is at the discretion of the government. These vans represent the primary manned vans. The PAM structure and supports may be located immediately forward of, and adjacent to, the OBRP modules van or moved forward on the deck so that the aft most corner of the PAMs in a 7-van configuration does not exceed 50 feet from the axial center of the winch. The intent of the 50 feet dimension is to limit the distance of the winch to the Hydraulic Power Unit. The PAM section is not required to be aligned linearly with the areas in section 3.a. However, the section orientation cannot be changed from that shown where the long axis of the PAM units is forward/aft relative to the ship’s centerline. The secondary intent is to allow the PAM section to be located further forward to minimize the amount of open deck that personnel must transit during heavy seas. Notionally, the centerline of the PAMs van would be aligned with the centerline of the winch and the centerline of the ship. If reconfiguration is assumed, then the actual limit is that the aft most corner of the PAMs 7-van configuration cannot exceed 50 feet. |
d. Any proposed deck configuration changes that differ from Diagram 1 must provide the equivalent deck area as outline within Diagram 1. Additionally, all sides of the winch or any van must be accessible and have a minimum of 4 feet of clearance as outlined in section 3.b.5.
5(c)5 Offeror shall provide a notional drawing identifying the staterooms for government accommodations. The vessel must have an adequate number of staterooms in its skin for mission support members, excluding ship’s crew, that would support berthing for 30 SURTASS-E government personnel.
There shall be six (6) staterooms for individual occupancy, and an additional count of double to quad staterooms that would accommodate a total of 24 personnel additionally for an overall total of 30 persons. The drawing must illustrate the number of bunks per room for government use, and the number of rooms that share a bathroom.
| 5(c)6 | Offeror shall warrant that the vessel has a stern area allowing the installation of a government furnished stern/over boarding section of 36 ft x 31.7 ft (10.97m x 9.7m) immediately forward of transom? Offeror shall provide a drawing of the area with exact measurements. |
| 5(c)7 | Offeror shall warrant that the vessel, exclusive of the government furnished stern/over boarding section (as mentioned in #6 above) have deck from the governement furnished stern/over boarding section, no smaller than 3,456 sq ft (321.1 sq m). |
