About this opportunity

The Department of the Navy Military Sealift Command is seeking sources for the design, build, and delivery of two SURTASS-E (Surveillance Towed Array Sensor System Enhancement) oceanographic surveillance vessels with delivery scheduled for 2027 and 2028, with responses due by September 16, 2026.

This is a pre-solicitation sources sought notice (SS-26-170) with no set-aside designation. The Navy is gathering capability statements and relevant experience from potential contractors to inform acquisition strategy before issuing a formal Request for Proposals. Respondents should demonstrate technical capability in naval vessel construction, shipbuilding facility capacity, engineering expertise, past performance on similar maritime construction projects, quality assurance processes, relevant certifications, and ability to meet the specified delivery timelines. The Navy will use this pre-solicitation phase to identify qualified sources before proceeding to formal competition.

Interested vendors should submit responses according to instructions in the attached sources sought documentation. Additional technical requirements, specifications, and formal solicitation timelines are available in the detailed sources sought notice file.
