About this file
This document is an Amendment 0002 Questions and Answers (Q&A) for the SURTASS-E Request for Proposal (RFP) N3220525R6003, issued by the Department of the Navy Military Sealift Command. The amendment addresses 17 specific questions from potential offerors regarding various attachments and RFP details, including clarifications on document numbering, pricing data formulas, technical evaluation requirements, and submission guidelines. Key updates include revisions to Attachments 3, 6, 7, 8, 9, 12, 13, and 14, with modifications to sections covering vessel specifications, pricing calculations, technical evaluation criteria, and anti-trafficking compliance.
The solicitation seeks a fixed-price time charter for a US-flagged or foreign-flagged vessel (to be reflagged) capable of towing an acoustic array for U.S. Navy operations. The vessel must operate worldwide, tow a passive acoustic monitoring system at 4-6 knots, maintain precise heading within 5 degrees, and withstand marginal ice zone conditions. The contract includes a one-year base period with four option periods (three 1-year options and one 11-month option). The response deadline was extended to October 8, 2025, at 1:00 PM, and the amendment provides clarifications on various technical, pricing, and operational requirements for potential offerors.

Attachment 7’s title was changed from Attachment IX(H) to Attachment 7. Attachment 9’s title was changed from Attachment K to Attachment 9. Attachment 12’s title was changed from Attachment N to Attachment 12 Attachment 13’s title was changed from Attachment IX(P) to Attachment 13.

7. Attachment 3_Basic Pricing Data: Fuel Consumption Data tab - there is no column to calculate the fuel used in SpecialTime Boxes 68-71.
a. As outlined in Part XI(c)(3), fuel costs will be calculated based on the data provided in the "Fuel Consumption Data" tab in Attachment 3 _Basic Pricing Data. There isn’t a requirement for the Offeror to calculate the fuel, this will be done at evaluation using the formula specified in the referenced section.
8. Attachment 3_Basic Pricing Data: A Total Evaluated Price tab is not included. Please advise.
a. We are no longer including a Total Evaluated Price tab. The government will calculate the total evaluated price. See Question 11’s response to see how total evaluated price will be calculated.
9. Attachment 14_Technical Evaluation Worksheet: RFP Page 88, Section 5(c)6, states "Offeror shall warrant that the vessel has a stern area allowing the installation of a stern/over boarding section of 36 ft x 31.7 ft (10.97m x 9.7m) immediately forward of transom? Offeror shall provide a drawing of the area with the exact measurements.". The second sentence is missing from Attachment 14 section 5(c)6, please advise if a drawing as requested in the RFP must be provided.
a. Sentence added in row 8 in red text Attachment 14 to provide the drawing of the area with the exact measurements. Attachment 14 has been updated.
10. RFP N3220525R6003: Page 86, paragraph 11 states "Offeror shall submit the certification required in FAR52.222-56 with regards to its Combatting in Trafficking Persons Compliance Plan." This conflicts with page 91 paragraph "h" which states "Apparent Awardee n required in FAR52.222-56 with regards to its Combatting in Trafficking Persons Compliance Plan". Please advise if all offerors must submit their Combatting in Trafficking Person Compliance Plan as part of their original Business Proposal submission.
a. As stated in Part X, Business Proposal (11), “Offeror shall submit the certification required in FAR 52.222-56 with regards to its Combatting in Trafficking Persons Compliance Plan.” This certification should be provided with the business proposal. The statement on page 91 does not conflict with this statement but reiterates that the apparent awardee must have submitted a compliant CTIP plan to be considered for award.
11. RFP N3220525R6003: Page 91 paragraph d: what costs are included in the "total price"?
a. As outlined in Part XI(c)(3), “The total evaluated price will equal the sum of the total dollar amounts offered for charter hire for the firm and option periods, including the FAR 52.217-8 option to extend, delivery and redelivery bonuses (if offered), total fuel costs, and any other costs set forth in the offer.”
12. Attachment 8_ATFP: Paragraph 3.7.1.2. states Force Protection Officer (FPO) must obtain and maintain a SECRET clearance to access classified intelligence information. Is the cost to obtain and maintain a SECRET security clearance reimbursable?
a. No, the cost to obtain and maintain a SECRET security clearance is not reimbursable.
13. Attachment 8_ATFP: Figure 5-1: For the training requirements not offered by MSC approved trainers or at MSC approved locations, how will costs for required training be recouped by Contractor?
a. Attachment 8_ATFP has been updated to include additional sentence in highlighted text under Section 5.5 stating “The contractor shall meet all AT/FP training requirements. The Contractor shall obtain the required training through an MSC approved commercial vendor. Any costs for the AT/FP training requirements shall be included as part of the Contractor’s fixed price.”
14. Attachment 6_PWS: Page 9, Paragraph d: "The vessel operator / contractor shall have the hull cleaned on an annual basis. All annual hull cleanings shall be scheduled in a manner that does not interfere with missions" Are these hull cleanings reimbursable?
a. PWS, Page 9, Paragraph d has been updated with clearer language (the new language appears in highlighted text). Attachment 6 has been updated.
15. The PWS, in section 4, item d., states that the vessel operator/contractor shall have the hull cleaned on an annual basis. Is the expectation that the vessel will be drydocked for the hull cleaning or does the contractor have the option to have the hull cleaned while afloat? Also, will the vessel remain on charter while the annual hull cleaning is taking place?
a. As outlined in Part IV(i), “Readiness is a required service of the Vessel.” The expectation is that the contractor must perform annual hull cleaning and the cleaning process must not interfere with the vessel's operational duties during its charter. If the vessel is unavailable to the government, it is subject to the conditions outlined in Part IV(j).
16. The SF-1449 incorrectly states the due date as September 3 vice October 3.
a. A0001 corrected this error and extended the due date by 5 days from 1:00pm on October 3, 2025, to 1:00pm on October 8, 2025.
17. We have been advised that the documentation of an active facilities clearance is CUI so please advise if you will set up a DOD Safe access for Offerors to upload or who should be the POC to receive the encrypted document direct from Offeror.
a. As stated in Part X (13), “Proposal and proposal modifications (e.g., proposal extension) shall be submitted electronically in response to this solicitation by e-mail directly to ashley.m.smith357.civ@us.navy.mil or the designated E-mail addresses and inboxes for receipt of E-mail submissions. No other electronic means of submission, used in whole or in combination with E-mail, is permitted”. This applies to encrypted emails. Ms. Smith is able to receive encrypted emails at the address listed above. If you would like to send a test email to confirm the POC is able to open an encrypted email in advance of the submission deadline, please reach out. Since no other electronic means of submission is permitted, we will not be setting up DoD Safe access.
