About this file
This document is an Enclosure containing detailed amendment changes for Amendment 0003 (A0003) to the SURTASS-E RFP (N3220525R6003), issued by the Department of the Navy Military Sealift Command on August 5, 2026. The amendment restructures and updates the solicitation documents, moving content from the SF1449 form into a new Attachment 1_SPECIALTIME PROFORMA 2026 (2-26) format. Key changes include: updated laydays from 24 January 2027 to 15 April 2027; revised FAR clauses with additions of 24 new federal contract clauses and removal of 20 existing clauses; updates to fuel rates as of July 1, 2026; and re-numbering of all attachments to align with the new PROFORMA structure. Attachment updates include a revised Wage Determination (WD 2019-0288 Rev 26), updated Basic Pricing Data with current fuel rates, a DD-254 transferred to an updated template, revised Performance Work Statement with clarifications on timing requirements (reduced from 60-day to 45-day in multiple sections) and equipment specifications, updated Technical Evaluation Worksheet with added criteria, and new Attachment 21 providing guidelines for off-hire percentages related to readiness issues.
The amendment also addresses seven questions (18-24) submitted by potential offerors during discussions, providing clarifications on critical technical requirements. These clarifications confirm that IACS classification society notations equivalent to ABS UWN (Underwater Noise) are acceptable; clarify the noise specification tolerances and how they apply in practice; define measurement reference points for winch frame and PAM structure positioning; confirm that stern chutes are Government-Furnished Equipment (GFE); and specify clearances between mounting hardware and vessel deck. The Performance Work Statement underwent substantial revisions, including clarified language in Items 1.2, 1.3, 1.7, 2(a), 2(d)(1), 3(a), 3(d)-(g), 3(r)-(t), and 4(a)-(c); resolution of conflicting requirements between Part X and Section 4; updates to diagrams with added notes and supplemental drawings; and clarification of government-furnished equipment responsibilities.

Additionally, this amendment answers questions submitted during discussions by initial offerors for clarification purposes as shown below:
QUESTION 18: Please confirm that it is acceptable if the ABS UWN notation as referenced throughout the solicitation is substituted for an equivalent notation from an IACS classification society other than ABS.
Response: Yes. Please see updated language under PWS 4(a), as well as 5(c)(1) under Part X, Technical Proposal and the Technical Offer Worksheet.
QUESTION 19: Solicitation Part X TP (5)(c)(1) states, in part, that “Offeror shall provide certification that vessel meets the American Bureau of Shipping (ABS) Guide for the Classification Notation – Underwater Noise (UWN) Requirements for Research Vessels subsection 3/5 radiated noise requirement while towing at 5 knots.” Additionally, item 4(a) under PWS section 1.7 Requirements states that “During normal towing operations (4-6 knots), the ship radiated noise should not exceed the requirements as set forth in the ABS Guide for the Classification Notation – Underwater Noise (July 2018), Underwater Noise (UWN) requirements for Research Vessels, subsection 3/5.” Neither of the aforementioned references nor any other section of the solicitation appear to expressly require the vessel to obtain/possess the ABS UWN notation (or other classification society equivalent), and have the notation endorsed on the vessel’s Classification Certificate. Please clarify if it is required for the vessel to actually obtain/possess the ABS UWN notation or equivalent notation from an IACS classification society other than ABS.
Response: Please see updated language under PWS 4(a), as well as 5(c)(1) under Part X, Technical Proposal and the Technical Offer Worksheet.
QUESTION 20: PWS Section 4(c) provides some allowance for excesses to the specification. Specifically, it states the following: “Ship radiated noise profile excursions are permissible if the broadband noise source is no greater than 3dB, and, or any narrow band source is no greater than15dB above the requirements of part 4(a) [ABS UWN-R]. No more than 5 narrowband sources greater than 15dB will be considered acceptable. If at any time, the contractor is found to not meet the noise requirements, the Contractor must clearly demonstrate how the noise source can be mitigated. The determination of whether or not a source is or can be adequately mitigated is at the sole discretion of the government.”
A) Please clarify how this tolerance is intended to be applied in practice? The allowance for up to five tonal components 15 dB above the limit seems to represent a relatively large margin compared with the overall stringent noise limits.
B) The wording of this requirement is also somewhat challenging. It is not clear if the 3 dB broadband requirement needs to be met in addition to or instead of the 15 dB narrowband requirement. Furthermore, the ABS UWN-R limit is a one-third octave band limit, and not directly comparable to narrowbands. Please clarify if both the broadband and narrowband requirements need to be met.
C) Please also clarify if the narrowband level is to be directly compared to the numerical value of the one-third octave band limit at any specific frequency.
Response: Please see updated language under PWS 4(a) and 4(c).
QUESTION 21: Discussions notice Part X TP (5)(c)(4)(b) states “ Offeror needs to provide a drawing that displays that the measurement between the aft most section of the winch frame is no greater than twelve (12) feet (3.66m) forward of the overboarding platform.” Please clarify to which specific part of the overboarding platform should be used as the reference point for this measurement (i.e. the transom of the vessel, the forward edge of the winch handling system, etc.).
Response: See updated Note in red text under Diagram 1c.
QUESTION 22: PWS Diagrams 1a-1f. Please confirm that the stern chute shown in diagrams 1a-1f is provided by the Government as GFE.
Response: The stern chute is GFE as now indicated in 5(c)(4)(a), 5(c)(6) and 5(c)(7), and PWS 3(d), 3(f), and 3(g).
QUESTION 23: Discussions notice Part X TP (5)(c)(4)(c) states ” Offeror needs to provide a drawing that shows that the PAM structure and supports location does not exceed a forward distance of 50 feet from the axial center of the winch.” Please clarify which specific part of the PAM structure and supports should be used as the reference point for this measurement.
Response: Please see updated SPECIALTIME PROFORMA language in red text under 5(c)(4)(c) under Part X, Technical Proposal and 5(c)(4)(c) in the Technical Offer Worksheet.
QUESTION 24: PWS Diagram 3. Please advise the clearance between the bottom of the Vans and vessel’s deck after the Government-provided mounting hardware is installed/welded into place.
Response: Please see Note 4 in red text with supplemental drawing added below Diagram 3.
