About this opportunity
The Department of the Air Force Pacific Air Forces, through the 35th Contracting Squadron, is soliciting proposals for Information Monitoring and Protection Services (IMPS) to provide construction security surveillance services supporting the design, build, and accreditation of Sensitive Compartmented Information Facilities (SCIFs) at Misawa Air Base, Japan, in compliance with Intelligence Community Directive 705 and DoD policies. The contractor shall furnish all personnel, equipment, maintenance, supplies, transportation, tools, materials, supervision, and related items necessary to perform the services. Key requirements include that interested vendors must possess a Top Secret Facility Clearance, and certain personnel must hold either Secret or Top Secret clearances depending on their assigned roles, including a Site Security Manager, Construction Surveillance Technicians, Cleared American Guards, and an Acoustic Engineer. Evaluation will be based on three equally weighted factors: Technical Capability (management/staffing plan, quality assurance plan, and resumes), Past Performance (2-10 relevant contracts within the past ten years), and Price, with all factors rated on an acceptable/unacceptable basis. The current proposal deadline is Monday, May 4, 2026 at 8:00 PM EST (Tuesday, May 5, 2026 at 9:00 AM JST), with a pre-proposal conference scheduled for April 21, 2026 at 7:00 AM JST, and questions and clarifications were due by March 16, 2026 at 9:00 AM JST.
This is an unrestricted acquisition with no set-aside designation, and no incumbent contractor is identified in the solicitation documents. The contract is structured as a firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a base year running from September 1, 2026 through August 31, 2027, plus four one-year option periods extending through August 31, 2031, with an estimated total contract value between $5 million and $10 million across all periods. The contractor must support peak staffing levels of approximately 11 Construction Surveillance Technicians, 6 Cleared American Guards, and one Site Security Manager per project, with 24/7 operational capability required, and the contractor is responsible for all mobilization and demobilization costs, facility establishment including an Access Control Facility and Secure Storage Area, and personnel training including 40-hour CST and 20-hour SSM courses. The place of performance is Misawa Air Base, Japan (DoDAAC F3D0A0), with initial task order anticipated to involve the 13 Fighter Squadron Operations Building, with additional projects including the 14 Fighter Squadron Operations Building, Advanced Program Office Building, and Flight Simulator Building potentially to follow based on construction schedules. Additionally, contractors must maintain Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) certification for all information systems processing, storing, or transmitting Federal Contract Information or Controlled Unclassified Information and must submit a Mission-Essential Contractor Services Plan as part of their proposal.
