About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity for Integrated Munitions Protection System (IMPS) services at Misawa Air Base. The document addresses 23 clarification questions from prospective offerors regarding a new requirement to be awarded as a firm-fixed-price indefinite-delivery/indefinite-quantity (IDIQ) contract.

The contract requires a multi-disciplinary team including Site Security Managers (SSMs), Construction Security Technicians (CSTs), Construction Assessment Group personnel (CAGs), and Acoustical Engineers (AEs). Anticipated peak staffing levels are SSM (to be determined), 11 CSTs, 6 CAGs, and 1 AE if requested. All personnel require Top Secret clearances; the U.S. Government will not sponsor new clearance investigations or upgrades. The contractor must provide all equipment and materials for mobilization, including access control facilities and secure storage areas. Housing is the contractor's responsibility, with on-base housing unavailable. Housing costs should be embedded in labor rates. Surge support is not anticipated to occur. Task orders will remain within the IMPS scope and be driven by construction schedules. The Acoustical Engineer will be exercised on a task-order basis, anticipated for approximately three months at the project's end. The anticipated RFP release date is on or before March 1, 2011, with contract award anticipated August 1, 2026, and Notice to Proceed by September 12, 2026. Evaluation will be based on best value considering technical capability, past performance, and price, with award to the lowest-priced technically acceptable proposal. Post-award debriefings will be provided upon written request within three days of contract award notification.
