About this opportunity
The Department of the Air Force Pacific Air Forces is seeking a contractor to provide Information Monitoring and Protection Services (IMPS) at Misawa Air Base, Japan, supporting the design, construction, and accreditation of Sensitive Compartmented Information Facilities (SCIFs) and related secure facilities. The contractor shall furnish all personnel, equipment, maintenance, supplies, transportation, tools, materials, and supervision necessary to perform construction security surveillance services in compliance with Intelligence Community Directive (ICD) 705 and Department of Defense policies. Key personnel requirements include a Site Security Manager, Construction Surveillance Technicians, Cleared American Guards, and optional Acoustic Engineers, with certain positions requiring Top Secret or Secret security clearances that the government will not sponsor. The contract will be evaluated on best value criteria, with technical capability and past performance weighted equally to price, and contractors must submit proposals in four parts including technical proposal (maximum 15 pages), past performance proposal, and price proposal. Questions regarding the solicitation must be submitted by March 10, 2026 at 0800 JST, with contract award anticipated on August 1, 2026, and work commencement on September 1, 2026.
This is an unrestricted procurement with no set-aside designation, though documentation references indicate the original pre-solicitation may have included a Women-Owned Small Business (WOSB) set-aside. The estimated contract value is USD 29,000,000 for a firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base performance period from September 1, 2026 through August 31, 2027, followed by four one-year option periods extending through August 31, 2031, and a potential six-month extension through February 29, 2032. Peak staffing is anticipated at 30 Construction Surveillance Technicians and 15 Cleared American Guards, with Site Security Manager staffing determined on a project-by-project basis. The contractor must provide comprehensive equipment including X-ray machines, metal detectors, access control systems, biometric readers, non-linear junction detectors, communication devices, and personal protective equipment. Contractors are required to furnish detailed pricing for all personnel categories and equipment items across the base year and all option periods, with monthly billing processed through the appropriate government payment system.
