About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Air Force on March 11, 2026. The amendment modifies solicitation FA520526R0004, dated March 2, 2026, issued by FA5205 (35 CONS PK, Unit 5201, APO AP 96319-5201). The contracting officers are Rebecca Rohrs and Kade Forrester. The amendment's purpose is to provide an updated Performance Work Statement (PWS), clarify work hours for Subject Matter Managers (SSM), Contracting Staff (CST), and Contracting Advisory Groups (CAGs), add deliverable requirements for mission essential work, and incorporate mission essential provisions and clauses. These changes result from a customer request to ensure Intelligence Community Directive (ICD) 705 compliance. The updated PWS is dated March 11, 2026 (38 pages), replacing the previous version dated February 18, 2026 (39 pages).
Two Defense Federal Acquisition Regulation Supplement (DFARS) clauses have been incorporated: DFARS 252.237-7023 (Continuation of Essential Contractor Services) and DFARS 252.237-7024 (Notice of Continuation of Essential Contractor Services), both dated October 2010. These clauses require the contractor to submit a Mission-Essential Contractor Services Plan identifying provisions for acquiring essential personnel and resources to maintain critical services for up to 30 days during crisis situations, addressing challenges such as pandemic response, personnel relocation capability, alert procedures, and employee communication protocols. The contractor must segregate and report costs incurred in continuing performance of essential services and negotiate equitable price adjustments with the Contracting Officer within 90 days. All other terms and conditions of the original solicitation remain unchanged.
