About this opportunity

The Air Force seeks renovation of Stennis Hall (Building 1002) at Keesler Air Force Base in Biloxi, Mississippi, with proposals due September 9, 2026, at 8:00 AM CDT. This is a Total Small Business set-aside with contract value exceeding $10 million, awarded on a firm fixed-price basis using Lowest Price Technically Acceptable (LPTA) evaluation.

The work includes complete renovation of mechanical systems in each building quadrant, replacement of two existing chillers and main electrical switchgear, replacement of all plumbing fixtures, elevator modernization, replacement of Computer Room Air Conditioning (CRAC) units, asbestos abatement in designated rooms, restroom acid cleaning, and fire alarm system upgrades. Performance period is 700 calendar days from Notice to Proceed (October 5, 2026, through September 5, 2028). The facility will remain occupied during phased construction, with second-floor HVAC and restroom work completed before first-floor work.

Contractors must maintain CMMC Level 2 Certification (or CMMC Conditional Level 2 with a 180-day Plan of Action and Milestones at time of award) for all information systems processing Federal contract information or controlled unclassified information. All contractor personnel require base passes with REAL ID-compliant documentation; non-U.S. citizens must be vetted through the Air Force Office of Special Investigations. Work is restricted to 9-hour days, 7 a.m. to 5 p.m., Monday through Friday, excluding federal holidays, absent Contracting Officer approval for weekend or after-hours work.

Proposals must include three parts: Part I (Price Proposal on Standard Form 1442), Part II (Technical Proposal as a Project Execution Plan addressing construction approach, detailed Gantt schedule, quality control plan, materials list, heavy equipment identification, and key personnel/subcontractor qualifications), and Part III (Past Performance Information covering up to five relevant contracts from the past three years). Evaluation weights technical acceptability and past performance on a pass/fail basis, then ranks by total evaluated price.

A mandatory pre-bid site visit occurs August 5, 2026, at 9:00 AM CDT at Stennis Hall Building 1002. Questions are due no later than August 7, 2026, at 12:00 PM. Bid guarantee is 20 percent of bid price or $3 million, whichever is less. Performance and payment bonds are required within 10 calendar days of award. Proposals must remain valid for 180 days from the due date. NAICS code is 236220 (Commercial and Institutional Building Construction); PSC code is Z2AA (Repair or Alteration of Office Buildings). Davis-Bacon Act prevailing wage applies; the wage determination identifies 23 labor classifications ranging from $10.91 to $32.90 per hour plus fringe benefits. Three solicitation amendments have been issued (August 21, 27, and September 2, 2026); offerors must acknowledge all amendments prior to the deadline.
