23 G004/Spec 01 11 00

Power Outage Duration – Conflict between Sheet G004 and Spec Section 01 11 00: Sheet G004 identifies a building shutdown window of Dec 22 – Jan 5 (max 7 days) for switchboard replacement; Spec Section 01 11 00, Para. 1.3.4 limits utility outages (including electrical) to 48 hours. Which document governs the allowable outage duration for the switchboard replacement? Is the 7-day window on G004 an approved exception to the 48-hour limit in the specs?

Shutdown dates are dependent of when the job is awarded. Must be coordinated with contractor, customer and the government.

Main Switchboard (4MDS) — Long Lead Procurement & Restricted Outage Window Conflict: The project requires replacement of the Main Switchboard (4MDS) — a custom-engineered 3,000A, 480Y/277V, 65 kAIC service entrance switchboard per Drawing E- 701 and Spec Section 26 24 13. Custom switchboards of this type carry industry lead times of 26–52+ weeks from order release. Spec Section 01 32 01.00 10 Para. 3.2.3 requires long lead items (>90 days procurement) to be specifically identified in the project schedule. Additionally, Drawing Sheet G004 restricts the electrical outage window for switchboard replacement to December 22 – January 5 (max 7 days only) — creating a hard installation deadline that is directly threatened by long fabrication lead times and government submittal review periods. Risk: If NTP is issued late in the year, there may be insufficient time to submit, obtain approval, fabricate, and receive the switchboard before the December outage window — resulting in a one-year delay to the next available window. Has the design team confirmed current manufacturer lead times?

If so, please provide to all bidders for consistent scheduling assumptions. Will the Government allow early/concurrent submittal review of the switchboard shop drawings immediately upon NTP? If the switchboard cannot be delivered within the December window due to procurement delays outside the contractor's control, what alternative outage window and/or time extension relief will the Government provide?

Long lead times, shutdown dates are dependent of when the job is awarded.

Must be coordinated with contractor, customer and the government.

Sound Masking System — Missing Specification Section: The contract drawings reference a Sound Masking System on Sheets E-502 and E-121, including an 11-zone generator (Atlas Z2, or equal), duct transducers on both floors, associated wiring, and fire alarm integration. However, no corresponding specification section exists in the project documents covering product standards, submittals, testing/acceptance criteria, or installation requirements for this system. Risk: Without a specification section, bidders will price this inconsistently and there is no defined basis for submittals or acceptance during construction. Was a Sound Masking specification section inadvertently omitted? If so, please issue the applicable section. If no spec section will be issued, please confirm that Drawing Sheet E-502 notes constitute the full scope and performance requirements, and clarify what submittal requirements will apply. Please clarify the criteria for "or equal" to the Atlas Sound Z2 generator, as no performance benchmarks are defined in the bid documents.

The basis of design for this system is defined on Sheet E-502, Detail 1. Devices are indicated on Sheet E-121. This is a small system limited to Room 120 and 121 only as shown on the Contract Documents. Provide in accordance with the contract documents. The basis of design is Atlas, any alternative manufacturers shall meet the same technical specifications as the basis of design equipment.

Submit product data and shop drawings identifying devices and point-to-point wiring.

On sheet AD105/AD106, the drawings indicate existing housekeeping pads to remain. On sheet A105/A106, the drawings indicate that the existing housekeeping pads get modified. A105/A106 also mentions new housekeeping pads. M401/M402 mention removing the existing housekeeping pads. Can the Government please provide clarification on which pads stay, get removed, and the locations where new pads are to be installed since there is conflicting information in the Drawings?

Bid per Architectural sheets. AD105/AD106 note pads to remain. A105/A106 hatch existing pads and provide approx. dimensions of adjustments to pads - size to be coordinated with KTR selected equipment.

Can the Government please provide the door heights in all the rooms where CRAC units are called out to be removed? We believe that the doors in these locations will have to be removed in order to remove this equipment?

The existing CRAC units can be dismantled to fit through the existing openings.

The Drawings indicate painting the newly installed conduit to match the existing walls, fire suppression piping to be painted to match adjoining areas in locations with open ceiling, and call out painting floor in front of all panels, MCC’s, and switchboards, except in the hallways, offices, and classrooms. These are to get painted stripes and the word, “Safety Zone”. Can the Government please provide paint specs?

Paint Specs are provided.

During the recent site visit to Stennis Hall, we observed that the existing building is currently equipped with Johnson Controls (JCI) building automation controls. We respectfully request clarification regarding the building automation system controls requirements for this project. Specifically, we need to understand whether the specification for building automation controls is a sole source requirement limited to Johnson Controls (JCI) equipment only, or whether the building automation system will be required to comply with BACnet ASHRAE 135 open protocol standards including Siemens Building Automation Systems.

The design intent is to integrate new HVAC equipment with the existing BAS in accordance with general note #24/M-001. New HVAC Equipment shall be capable of ASHRAE 135 BACnet requirements.

If BACnet ASHRAE 135 compliance is required, please clarify whether there are any specific interoperability or integration requirements that must be met with the existing JCI system. This clarification is necessary to ensure our proposal aligns with the project requirements and Air Force standards.

Refer to the designed sequence of operation and associated points list for specific interoperability and integration requirements (M-701, 702, 703, & 704). Points lists indicate BAS connectivity and control requirements.

This project scope includes modifications to the air handling units (AHUs), outdoor air handling units (OAHUs), energy recovery ventilators (ERVs), computer room air conditioning units (CRACs), and chiller systems. However, the specification does not indicate any work to be performed on the variable air volume (VAV) boxes located downstream of the AHUs or on the building hot water system. Please confirm whether these systems are excluded from the project scope or if additional clarification is needed regarding their involvement in this work.

Concur, VAV boxes are outside of the scope of work. Heating hot water piping work is limited to work related to new central equipment as indicated on the drawings.

During our site assessment, we identified approximately eight control panels connected directly to the plant equipment. We were able to access and review the existing points report from two of these panels, which indicated multiple room space temperature sensors that appear to be monitoring spaces served directly by the AHUs without dedicated VAV box control. Based on our review of the project scope, we do not anticipate any significant modifications that would eliminate the requirement for these temperature sensors. Can you please confirm.

Bid per plans and specs. Refer to controls mechanical controls sheets for requirements. Removal of existing space sensors is not required.

33 AD105/AD106 KN M1 vs M-401/M-402 KN 1 vs A105 new-work KN 1

AD105 and AD106 Keynote M1 states that housekeeping pads are to remain, while M- 401 and M-402 Keynote 1 requires removal of the existing air handling unit housekeeping pad, and the A105 new-work keynote requires modification of the existing pad for the new unit. Please confirm, for each of the nine mechanical rooms, whether the existing housekeeping pad is retained and modified or demolished and replaced, and provide the new pad dimensions if replacement is intended.

Bid per Architectural sheets. AD105/AD106 note pads to remain. A105/A106 hatch existing pads and provide approx. dimensions of adjustments to pads - size to be coordinated with KTR selected equipment.
