About this file

This is a Solicitation, Offer, and Award document (Standard Form 1442) for a construction project to renovate Stennis Hall at Keesler Air Force Base, Mississippi.

The project involves renovation/alteration work with a magnitude exceeding $10,000,000 and is structured as a Total Small Business set-aside. The solicitation was issued on July 28, 2026, using a sealed bid (IFB) format with proposals due by September 2, 2026, at 9:00 AM local time. The performance period is 600 calendar days from the award date, with a mandatory 10-calendar-day mobilization period. A pre-bid site visit is scheduled for August 5, 2026, at 9:00 AM CDT at the west entrance to Stennis Hall Building 1002. Offerors must have valid government-issued photo identification and, if driving, current vehicle registration and insurance to access the base.

The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation methodology, with proposals ranked first by total evaluated price (TEP), then evaluated for technical acceptability on a pass/fail basis, and finally assessed for past performance (acceptable/unacceptable). Evaluation factors include: (1) Price Proposal—reasonableness based on Independent Cost Estimate and market comparison; (2) Technical Proposal—a Project Execution Plan addressing construction approach, detailed Gantt schedule, quality control plan, materials list, heavy equipment identification, and key personnel/subcontractor qualifications; and (3) Past Performance—based on no more than five relevant contracts within the last three years from similar scope, magnitude, and complexity. Performance and payment bonds are required within 10 calendar days of award. The bid guarantee must be 20 percent of bid price or $3,000,000, whichever is less. Proposals must remain valid for 180 days from the proposal due date. Electronic submission is permitted via email to alicia.bowman@us.af.mil and 81CONS.PKA.Flight@us.af.mil, with file size limits of 150MB total and individual files not exceeding 50MB. All amendments must be acknowledged.

Ombudsman Information:

An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Juan Martinez, Director of Staff, AFICC/KT, 2035 First Street West, JBSA Randolph TX 78150-4304, telephone 210-487-1722, juan.martinez.2@us.af.mil.
