About this opportunity

NASA's Goddard Space Flight Center is preparing to procure the Landsat 10 Spacecraft through full and open competition, with the final Request for Proposal anticipated in late June 2026 and proposals due approximately 30 days thereafter; the draft RFP (80GSFC26R0015) closes for comment on June 2, 2026. The contract will fund design, engineering analyses, development, fabrication, integration, test and evaluation of a single spacecraft bus; integration and test of the Landsat Instrument Suite (LandIS); mission readiness activities; observatory integration and test; ground readiness testing; launch site activities; and launch and commissioning support through on-orbit acceptance. The contract vehicle is Firm-Fixed Price/Time and Materials, with NAICS 336414 (Guided Missile and Space Vehicle Manufacturing) and small business size standard of 1,300 employees.

Work is performed at the contractor's facilities with place of performance to be Greenbelt, Maryland for government personnel accommodation and deliveries. Total potential period of performance is approximately five years and six months, running through a Launch Readiness Date no later than December 2031 plus 100 days of nominal commissioning, with six optional one-month contract line items covering launch delays. The spacecraft will operate in a 653-kilometer sun-synchronous orbit with 5.25-year design life, maximum launch mass of 4,000 kilograms, and must achieve controlled re-entry at mission end.

Distinctive technical requirements include LandIS integration with mounted mass not to exceed 675 kilograms; power delivery of 500 watts orbital average during imaging and 400 watts during survival mode (end-of-life); Ka-band wideband data downlink at minimum 2.2 gigabits per second; S-band command and telemetry via CCSDS protocols with AES-256 encryption; spacecraft pointing stability of 1.8 microradians jitter above 20 hertz; comprehensive contamination control; and single-fault tolerance across critical systems. Contractor must accommodate government-furnished LandIS (delivery no earlier than September 20, 2029) and perform extensive qualification and environmental testing including structural, thermal-vacuum, vibration, and acoustic verification per NASA GEVS tailoring.

Offerors must demonstrate gate criteria: spacecraft bus operation for minimum three years, accommodation of Earth-observation payload of at least 200 kilograms, orbital operation between 500 and 2,000 kilometers altitude, and provision of at least 250 watts orbital average power to instrument. All referenced missions must have launched within ten years of RFP release and been produced by the offeror.

Proposals must address organizational conflicts of interest per NFS 1852.237-72, develop a Small Business Subcontracting Plan, establish a Cyber Supply Chain Risk Management Plan compliant with NIST SP 800-161, submit cybersecurity compliance documentation per NIST SP 800-171, complete Commercial IT Authorization reporting, and provide Supply Chain Visibility Reporting through NASA's SCIC application within 30 days of award. Contractor must accommodate up to six NASA/USGS personnel at manufacturing facility, participate in integrated master schedule and government-directed working groups, and support 26 commercial milestone payment events from subcontract award through on-orbit acceptance.

Award is anticipated December 31, 2026. Offerors are invited to comment on all draft solicitation aspects through June 2, 2026, with emphasis on terms and conditions, evaluation criteria, gate criteria, and the updated spacecraft wide band system requirements.

Update #2 · Latest ·

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center’s (GSFC) Landsat 10 Spacecraft draft solicitation.

The principal purpose of this requirement is to provide Landsat 10 Spacecraftand related services for the Landsat Project. The contractor shall provide the following scope of work requirements as follows:

  • Design, engineering analyses, development, fabrication, integration, test and  evaluation  of a single spacecraft (SC) build; perform and support Mission Readiness activities; Integration and test of the LandIS instrument to the spacecraft; perform  observatory integration and test program; support ground readiness testing and mission simulations; delivery to launch site; perform launch site activities; perform and support launch and commissioning activities prior to handover for the Landsat 10 observatory.
  • Engineering/ Impact Analysis will be initiated as required to help resolve payload interface issues found as work under the contract proceeds, provide input to risk mitigations, and provide input to requirements changes, as needed.

Potential offerors may comment on all aspects of the draft solicitation but are encouraged to focus on areas such as the terms and conditions, evaluation criteria, gate criteria, and Exhibits 1- 5.  Potential offerors are also encouraged to review the SC wide band system requirements as this subsystem has been updated to be compatible with commercially available systems.

NASA will conduct this acquisition as a full and open competition. This competitive acquisition will result in a Firm-fixed Price/Time and Materials contract. The contract will have a total potential period of performance of approximately five (5) years and six (6) months to include six (6) one (1) month options for possible launch delays.  The North American Industry Classification System (NAICS) code for this acquisition is 336414 and the small business size standard is 1,300.

Potential offerors should ensure its company is listed in the online database(s) for the following:

  1. System for award management: https://www.sam.gov/SAM/
  2. U.S. Department of Labor Veterans’ Employment and Training Service, VETS-4212 Reports: https://vets4212.dol.gov/vets4212/
  3. US Government’s unique entity identifier (UEI): https://www.gsa.gov/about-us/organization/federal-acquisition-service/technology-transformation-services/integrated-award-environment-iae/iae-systems-information-kit/unique-entity-identifier-update

The Final Request for Proposal (RFP) is currently expected to be released at the end of June 2026, with proposals due roughly 30 days thereafter.

The anticipated contract award and effective date is the end of this calendar year. The contract will be performed offsite at the Contractor’s facilities.
