About this file
This is a pricing attachment (Attachment No. S) to Request for Proposals (RFP) 80GSFC26R0015 for the Landsat 10 contract with NASA's Goddard Space Flight Center. The attachment establishes fully-loaded labor rate matrices that contractors and subcontractors must use for pricing task orders under a time and materials contract vehicle.
The document specifies that offerors must propose fully-loaded labor rate categories for contract years 2027 through 2032, with rates that include all indirect expenses and profit. Prime contractors are not to exceed the specified hourly rates for direct labor when pricing all task orders issued under the "Task Ordering Procedure" and "Supplemental Task Ordering Procedures" clauses. A separate matrix establishes maximum fully-loaded rates for subcontractor labor hours, identified as "Name-TBP" (to be provided). Contractors may propose lower rates when pricing individual task orders. The attachment includes blank rate matrices for both prime and subcontractor labor categories and references position qualifications in Section 4 (for prime labor) and Section 3 (for subcontractor labor), both of which are marked as "TBP" (to be provided). Contractors are responsible for providing all personnel, facilities, materials, and other necessary resources for performance of task order requirements under this contract.
