About this file
This document is a Landsat 10 Geometric Error Budget specification prepared by NASA's Goddard Space Flight Center that establishes the geometric accuracy allocations and requirements for the Landsat 10 (formerly Landsat Next) satellite mission.
The geometric error budget allocates performance tolerances across spacecraft, instrument, and ground system components to achieve end-to-end geometric accuracy objectives defined in Level-2 and Level-3 requirements. Key performance specifications include absolute geodetic accuracy of 30.0 meters CE90 for both VSWIR and TIR instruments; geometric accuracy (L1TP) of 8.0 meters CE90; band registration requirements ranging from 2.0 to 6.0 meters LE90 depending on band resolution (10m, 20m, 60m VSWIR and TIR); reflective-to-thermal band registration of 15.0 meters LE90; image registration accuracy of 5.0 meters LE90 for VSWIR; and relative geodetic accuracy of 9.0 meters CE90 for VSWIR. The budget details specific allocations for pointing stability (20 microradians absolute, 2 microradians over 30 seconds), ephemeris and timing knowledge (10 meters and 0.025 milliseconds respectively), instrument clock and time tag uncertainties (0.025 milliseconds each), alignment stability across multiple time scales, and calibration allocations for line-of-sight knowledge. The document was initially released December 5, 2022, and underwent Revision B on March 25, 2026, updating nomenclature from Landsat Next to Landsat 10 and renumbering System Requirements Document (SRD) references. The methodology rescales three-sigma contributor specifications to 90% error metrics and applies root-sum-square rollup calculations, establishing requirements baseline derived from Landsat 8/9 heritage performance and LNext spacecraft study data.

Methodology
5. Compare to the corresponding Level-2 and/or Level-3 requirement.
The end-to-end requirements come from the Level-2 (SMRD) and Level-3 (LandIS) requirements, and the spacecraft/instrument/ground system contributors were collected from the LNext SC Study SOW (shown in red text) and from L8/L9 estimates of actual performance. The method used was:
1. For each end-to-end performance characteristic, determine which spacecraft/instrument/ground system contributors apply and how (e.g., once, once per band, once per scene).
2. Rescale the 3-sigma contributors to 90% linear error (LE90) or 90% circular error (CE90), as appropriate for the end-to-end requirement, and scale to ground meters based upon the L10 orbital geometry.
3. Include additional (usually small) allocations for terrain knowledge effects, ground control/registration accuracy, and algorithm/modeling error, as appropriate to the individual end-to-end requirement.
4. Roll-up the rescaled contributors, usually by root-sum-square but in a few instances (e.g., alignment stability) by summing, to calculate predicted end-to-end performance.
