About this file
This document is a gate criteria template for evaluating comparable spacecraft missions in response to a federal contract opportunity for Earth-observing satellite systems.
The template establishes four mandatory qualification criteria that prospective offerors must demonstrate through historical mission experience: (1) operation of a spacecraft bus for a minimum of three years, (2) accommodation of an Earth-observing instrument payload weighing at least 200 kilograms, (3) orbital operation at altitudes between 500 and 2,000 kilometers, and (4) provision of instrument orbital average power of at least 250 watts. The spacecraft bus must have been produced by the offeror, and all referenced missions must have launched within ten years prior to RFP release. The template includes a data entry table with columns for mission name, brief description, launch date, years in operation, payload mass, operational altitude, and instrument orbital average power. Grayed-out cells are provided for informational purposes only and do not factor into gate criteria evaluation. Offerors may reference a single mission multiple times if it satisfies different criteria requirements. This template serves as the mechanism for offerors to demonstrate relevant past performance and technical capability in spacecraft bus production and Earth-observation mission execution.
