About this opportunity
The Defense Commissary Agency is announcing a Commercial Solutions Opportunity estimated to post on or around 27 July 2026 to solicit maintenance services for commissaries in the Kaiserslautern Military Community (KMC) area—Baumholder, Vogelweh, and Ramstein—with responses due by 14 August 2026. The procurement covers preventative, unscheduled, and emergency maintenance services for aging commissary infrastructure across three locations in Germany.
The contractor will manage three service categories: preventative maintenance performed on scheduled intervals with monthly findings reports due by the 7th of the following month; unscheduled maintenance requiring cost estimates within 14 days and completion within 45 calendar days; and emergency maintenance with three-hour dispatch response and assessment for costs exceeding EUR 3,000 requiring Contracting Officer's Representative approval. The contractor must maintain 24/7 emergency response capability, perform 70 percent of requested work with internal workforce capacity, and establish a comprehensive inventory system with quarterly updates covering all facility equipment and systems.
Organized site visits are scheduled for 6 August 2026 at Vogelweh Commissary (0930 front entrance) and Ramstein Commissary (1330 front entrance), and 7 August 2026 at Baumholder Commissary (1000 front entrance). Contractors should refer to attached documents for facility plans, current inventory, emergency criteria definitions, performance requirements, and sample work orders from the past two years. The contractor must provide a computerized work order system with online access restricted to named site personnel, the Contracting Officer's Representative, and contracting staff, with monthly summary reports submitted with invoices.
