About this file

This document is a specification for a Contractor Provided Work Order System required by the Defense Commissary Agency (DeCA) Supply Directorate to manage work repair requests and maintenance activities.

The contractor must provide a computerized work order reception platform with online access that receives, stores, and tracks DeCA-generated work repair requests with documented dates, issued proposals, and work completion records according to Performance Work Statement response times. The system must utilize commercial-grade software to process work orders, identify and annotate on-site inconsistencies, and maintain an updated database. The contractor shall deliver a monthly summary report of completed work orders with each invoice submission. Access to the system is restricted to named individuals from each Supply Chain Directorate site, the Contracting Officer's Representative (COR), and contracting staff, with work orders accepted only through the computerized platform—no alternative formats permitted. Actions estimated at EUR 2,000 or less are input at the site level; all other work tasks require engineering input. Each work order must include and verify nine specific data points: DeCA Inventory number, nature of problem, inventory location, nature of services requested (PM/EM/UM with technical and schedule considerations), proposed solution with technical/schedule/cost details, schedule tracking, work completion documentation with photos, third-party commissioning/inspection requirements determination, and site staff signature of operability acceptance. The Government requires an electronic or digital solution capable of capturing physical signatures from site staff and technician initials, with the completed work order form functioning as a supporting document to all service and maintenance records within the system.
