About this opportunity
The Defense Logistics Agency Aviation is soliciting for remanufacture and overhaul support of KC-46 landing gear depot-level repairables, with proposals due August 27, 2026. This is a single-award small business set-aside under NAICS 336413, foreclosing competition outside that pool.
Work is performed at Tinker Air Logistics Complex in Oklahoma. The contract is a 5-year basic period with a 5-year option period (10 years total) structured as a requirements-type contract with firm fixed pricing. The contractor must meet an Exchange Lead Time (ELT) of 82 days for complete shipsets (75 days remanufacture plus 7 days transportation) and Remanufacture Turn Around Time (RTAT) of 90 days for individual subcomponents, with at least 25 percent of subcomponent quantities delivered within RTAT and additional 25 percent increments every 30 days thereafter. Notional annual demand is 15 landing gear shipsets, though quantities fluctuate based on failure rates and available Air Force funding.
The contractor must hold a Title 14 CFR Part 145 Certified Repair Station rated for 767 landing gear and achieve AS9110 certification prior to award, with allowance for submission of a comprehensive pre-award certification plan if not currently held. All remanufacturing work must comply with applicable Component Maintenance Manuals, 14 CFR Part 43, and FAA standards. The contractor is responsible for furnishing all Contractor Furnished Material (CFM); Government Furnished Material (GFM) is available only as a last resort when the Contracting Officer determines it serves the government's best interest. The contractor must provide detailed facility layouts, equipment identification, sourcing plans, parts control programs compliant with SAE AS9110, transition plans with staffing ramp-up schedules, process flow charts, and Supply Chain Risk Management plans addressing continuity of operations and cybersecurity per NIST SP 800-171. Proposals must include extensive reporting through 22 Contract Data Requirements Lists covering monthly progress, Structural Safe Life Limited Parts tracking, Commercial Asset Visibility-Air Force system reporting within 24 hours, and failure analysis.
Evaluation uses tradeoff source selection with Technical factors (Sub-factors: Remanufacture Capability and Capacity; Exchange Lead Time for 767-300F shipsets; Remanufacture Turn Around Time for sub-components) and Past Performance (Acceptable/Unacceptable rating based on recency within five years, relevancy, and quality) being significantly more important than Price. Proposals must be submitted electronically via DoD SAFE in four volumes: Technical (150 pages maximum), Price (unlimited), Past Performance (30 pages maximum), and Contract Documentation (unlimited). The RFP originally opened February 11, 2026 and closed July 28, but Amendment 0006 extended the deadline to August 27. The contracting officer is Kyle Swaner, kyle.swaner@us.af.mil, (385) 591-8732. The NAICS code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a small business size standard of 1,250 employees; the PSC code is 1620, Aircraft Landing Gear Components.
