About this file
This is a process flow document outlining the repair and replacement procedures for KC-46 landing gear components that require work outside standard Component Maintenance Manual (CMM) procedures. The document establishes two distinct pathways based on whether parts are classified as Over and Above (O&A) items or Fixed-Price (FFP) items. For O&A parts, the government determines whether repair or replacement is appropriate and funds the work through the O&A Contract Line-Item Number (CLIN), with the contractor submitting detailed repair information including part numbers, discrepancies, proposed repair plans, and costs for government approval. For FFP parts, the contractor makes the repair versus replace decision independently; if replacement is needed, the contractor first checks internal inventory, then assesses whether ordering a new part will breach the Exchange Lead Time (ELT) metric, requesting Government Furnished Material (GFM) from USAF inventory if necessary to maintain schedule compliance.
The process concludes with installation of the replacement or repaired part and is associated with Solicitation SPRHA1-26-R-4646, a KC-46 Landing Gear Performance Based Logistics (PBL) contract issued by the Defense Logistics Agency Aviation. This requirements-type contract covers remanufacture and overhaul support for all KC-46 Landing Gear Depot Level Repairables (DLRs), shipsets, and field-level replaceable subcomponents to meet Time Change Intervals (TCI) and field demands. The contract is structured as a single-award small business set-aside with a 5-year basic period and 5-year option period, with the RFP anticipated to be active from February 11, 2026 through July 28, 2026.

Process Steps: KC-46 Landing Gear Repair/Replacement (Outside CMM)
1. Start: Part Requires Repair/Replacement Outside CMM: The process begins when a part is identified as requiring repair or replacement that falls outside the scope of standard Component Maintenance Manual (CMM) procedures.
2. Is Part on O&A Parts List?: Determine if the part is included on the defined "O&A Parts List."
· If Yes (O&A Path): Proceed to Step 3.
· If No (FFP Path): Proceed to Step 10.
O&A Path:
3. Can Part Be Repaired?: Assess whether the O&A part can be repaired.
· If No: Proceed to Step 4.
· If Yes: Proceed to Step 6.
4. Government Funds Replacement on O&A CLIN or Sends Part from USAF Inventory: The government either allocates funds via the Over and Above (O&A) Contract Line-Item Number (CLIN) to cover the cost of a replacement part, or provides a replacement part directly from USAF inventory.
5. Part Replaced: The replacement part is installed.
6. Contractor Sends Repair Info to Government: The contractor prepares and submits detailed information about the repair requirements to the government for a determination. This includes the part number, the specific discrepancy, and the proposed repair plan, and cost.
7. Government Decides: Repair or Replace?: The government reviews the contractor's information and makes a decision on whether the part should be repaired or replaced.
· If Replace: Return to Steps 4 & 5. (Government Funds Replacement on O&A CLIN or Sends Part from USAF Inventory).
· If Repair: Proceed to Step 8.
8. Government Funds Repair on O&A CLIN: The government allocates funds via the O&A CLIN to cover the cost of the approved repair.
9. Contractor Repairs Part: The contractor performs the repair, using the approved process.
FFP Path:
10. Is FFP Part Repairable: Assess whether FFP part can be repaired.
· If No: Proceed to Step 13.
· If Yes: Proceed to Step 11.
11. Contractor Makes Repair/Replace Decision: The contractor evaluates the FFP part and decides whether to repair or replace it.
· If Repair: Proceed to Step 12.
· If Replace: Proceed to Step 13.
12. Contractor Repairs Part: The contractor performs the repair.
13. Is Part in Contractor Inventory?: Check if a replacement part is already available in the contractor's inventory.
· If Yes: Proceed to Step 14.
· If No: Proceed to Step 15.
14. Contractor Replaces Part from Inventory: The contractor uses a replacement part from their existing inventory.
15. Will Ordering Part Break ELT?: Assess whether ordering a new replacement part will cause a breach of the Exchange Lead Time (ELT) metric.
· If Yes: Proceed to Step 16.
· If No: Proceed to Step 17.
16. Request GFM from USAF Inventory: The contractor requests Government Furnished Material (GFM) from the USAF inventory to avoid breaking ELT. GFM will be accounted for IAW TRD Appendix A, Section 3.1.2. Proceed to Step 18.
17. Order Part: The contractor orders a new replacement part. Proceed to step 18.
18. Part Replaced: After requesting GFM from USAF inventory or ordering a new part, install the replacement part.
Concluding Step:
19. End The repair or replacement process is complete.
