About this file
This document is Appendix D of a federal contract solicitation, providing a comprehensive reference guide of acronyms, forms, and definitions specific to Air Force depot maintenance operations.
The acronyms section contains approximately 120 entries relevant to Air Force sustainment, logistics, and contracting operations, including organizational entities (AFMC, AFSC, ALC, DLA, DCMA), maintenance and technical standards (AMM, CMM, TO, TCTO), supply and inventory systems (D035, NSN, NIIN, CAV-AF), contracting terms (CLIN, CDM, FFP, LTC), and condition classifications (BER, BPR, CSI, DMSMS). The forms section identifies approximately 18 required or referenced forms for contract administration, including AFTO Form 95 for repairs documentation, DD Forms 1155, 1348-1A, and 1423-1 for ordering and data requirements, FAA Form 8130-3 for airworthiness certification, and specialized tracking documents such as the Performance Management & Reconciliation Tool (PMRT) and SSLLP disassembly/assembly tracking reports. The definitions section provides 40+ detailed explanations of technical and contractual terms, including asset availability, cannibalization, depot-level maintenance, engineering change processes (ECP and ECR classifications), government-furnished property, mission capability requirements, product quality deficiency reporting, and component serviceability standards. Key definitions establish distinctions between recoverable and consumable parts, serviceable versus unserviceable conditions, and the roles of contracting officers and program managers in contract administration.

3.0 Definitions
Administrative Contracting Officer (ACO) – A contracting officer assigned the responsibility for the post award functions related to the administration of a government contract in the field.
The ACO is normally located in the Defense Contract Management Agency office. The ACO is responsible for ensuring the contractor performs IAW the terms of the contract Asset – Refers to components and piece parts (a piece part is any part used in an end-item including indirect and DLA managed parts).
Assembly – Two or more parts or subassemblies joined together to form a complete unit, structure, or other article.
Asset Availability – The quantity of an asset available to be put to its intended use. An asset is considered available when its condition code is serviceable, ready to use.
Available – For the purpose of this TRD, "available" shall be defined as serviceable (“A” condition) and RFI by the AF Supply System in D035A.
Availability Performance – The performance of the contractor to meet the government’s requirements for components IAW established timeframes.
Cannibalization – For purposes of this TRD, cannibalization refers the authorized removals of a specific assembly, subassembly, or part from one weapon system, system, support system, or equipment end-item for installation on another end-item to meet priority mission requirements with an obligation to replace the removed item.
Consumable Material – Piece parts that are replaced 100% at each overhaul event. These items have been determined to be either uneconomical to repair at depot (75% rule), or are destroyed in use.
Components – Material, usually stock numbered, which losses its individual identity and becomes a piece of a next higher assembly. Components are any subsystem, assembly, subassembly or other major element of an end item.
Defect – Any nonconformance of a characteristic with specified requirements.
Deficiency Report (DR) – Used to report deficiencies in newly overhauled components that may indicate nonconformance with specified requirements or substandard workmanship. DR’s will be either a quality deficiency, known as a PQDR, or a material deficiency, known as an EI.
Depot Level Maintenance – Maintenance includes, but is not limited to, installation, inspection, localization, isolation, disassembly, interchange, repair, reassembly, alignment, and checkout;
and maintenance performed on materiel requiring repair, major overhaul, or complete rebuild of parts, assemblies, subassemblies, and end items, including modification, testing, and reclamation, but does not include the design or manufacture of new items.
Disposal – For purposes of this TRD, disposal refers to the act of sending components to the Defense Reutilization and Marketing Office at Hill AFB for disposal processing.
D035 – Retail supply system used to receive requisitions from the government and to transmit requisition status to the government.
End Item – An end item is a complete piece of government equipment as listed in government supply catalogs and suitable for government storage and issue Express and Prioritization of Repairs Support System (EXPRESS) – An automated tool that provides the capability to implement critical initiatives for the Requirements, Distribution, Workload Management, and Supply Reengineering efforts. Key processes in EXPRESS include repair requirements identification; prioritization method employing aircraft availability and deepest-hole methodologies; supportability analysis or repair resources; and output interfaces to automated distribution, workload management decision support tools.
Engineering Change Proposal (ECP) – ECP changes are considered class 1 engineering changes. They are defined as those changes that would affect the attributes of components to the extent that any of the following requirements would be outside the specified limits or tolerances.
Government Furnished Property (GFP) – Property in the possession of, or directly acquired by, the Government and subsequently furnished to the contractor for performance of a contract (see FAR part 45.101). For the purposes of this TRD, property includes materials, equipment, carcasses provided to the contractor.
Engineering Change Request (ECR) – ECR changes are considered class 2 engineering changes. They are defined as any change to the configuration of a component (e.g. part substitution) or a significant process change (e.g. a change from flame spray to plating, a change in corrosion protection products, change in test procedures, etc.) that is not considered an ECP. A change to a component that results in an increased acquisition or life cycle cost to the government. Any change that would directly increase the cost per flying hour, or drives an increase to indirect life cycle costs such as procurement of new capital equipment or facilities shall constitute a class 1 engineering change.
In Writing – Includes - All forms of writing, to include e-mail, issued by authorized representatives Locally Manufactured Material – Parts that are identified with a Source, Maintenance and Recoverability (SM&R) code requiring depot level manufacturing.
Mission Capability (MICAP) – The status of a weapon system as determined by its ability to accomplish its assigned mission (mission limiting factor).
National Stock Number (NSN) – The 13-digit stock number replacing the 11-digit Federal Stock Number. It consists of the 4-digit Federal Supply Classification code and the 9-digit National Item Identification Number.
Overhaul – The restoration of an item to a completely serviceable condition as prescribed by maintenance serviceability standards.
Platform – Same as weapon system.
Procurement Contracting Officer (PCO) – The individual authorized to enter into contracts for supplies and services on behalf of the government by formal advertising or negotiation and who is responsible for overall procurement of the contract.
Procuring Contracting Officer (PCO) – A contracting officer who initiates and signs the contract.
Product Quality Deficiency - A defect or nonconforming condition. Included are deficiencies in design, specification, material, manufacturing, and workmanship.
Product Quality Deficiency Report - The SF 368 form or format used to record and transmit product quality deficiency data.
Program Management Review (PMR)– Periodic meetings with Contractor and Government personnel to review contract status and to address all issues from both sides.
Program Manager – The PM is the designated representative responsible for their organization's execution of its requirements under this TRD.
PQDR – A deficiency where the failure occurs on a component with zero operating time, during initial installation/operation/test/check/run-up, or first flight Recoverable Part – Parts that are not replaced at every overhaul event Reliability Performance – The performance of the contractor to improve the Flight Hours between Installations.
Serviceable - Capable of meeting the requirements and performing the function for which designed or modified, and meets all test requirements established by the TO and TRD.
Support Equipment (SE) – All equipment called out in the OEM specification and/or applicable TOs required for end item and component test and repaired.
Technical Data – All government and contractor drawings, specifications, standards, Technical Orders (T.O.s), technical manuals, and all other technical publications necessary to restore an item to a serviceable condition.
Technical Order (TO) – An AF publication that gives specific technical directives and information with respect to the inspection, storage, operation, modification, and maintenance of given items and equipment.
