About this opportunity
The U.S. Air Force Materiel Command Lifecycle Management Center at Tinker Air Force Base seeks design, development, integration, testing, and production of a Center Console Refresh system for the KC-135 Refueling Tanker aircraft, with proposals due November 9, 2026 at 12:00 PM CDT. The procurement is a single-award indefinite delivery/quantity contract structured as Cost-Plus Incentive Fee for Engineering and Manufacturing Development and Firm Fixed Price for Production and Deployment.
Place of performance is Tinker Air Force Base, Oklahoma City, Oklahoma. The program addresses critical obsolescence in the Fuel System, Flight Display System, Flight Computer, and adds autothrottle systems. The contract comprises one 48-month base period with six 1-year option periods, with performance from July 2028 through June 2038. Production requirements specify 14 Production A-Kits and 10 Production B-Kits in the base period, with option quantities ranging from 45–53 units annually.
Offerors must obtain final facility clearance at the highest classification level prior to source selection decision and maintain Cybersecurity Maturity Model Certification at Level 2 (Self) or higher. A minimum 15% small business participation quantitative requirement applies, measured against total evaluated price. The NAICS code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing.
Evaluation uses Tradeoff Source Selection procedures weighting four factors: Technical (comprising Technical Solution, Exceeding Requirements and Demonstrating System Strengths, Data Rights, and Schedule), Technical Risk, Past Performance, and Cost/Price. Technical acceptability in Technical Solution, Data Rights, and Schedule subfactors is prerequisite to award; only proposals rated Acceptable in these areas qualify. For technically acceptable proposals, Exceeding Requirements, Technical Risk, and Past Performance are weighted approximately equally to each other and collectively are significantly more important than price.
Proposals must address Modular Open Systems Approach compliance, Digital Material Management, Systems Integration Laboratory approach, autothrottle integration, and reverse engineering needs. Offerors submit electronically via DoDSAFE in four volumes: Technical (75-page limit), Past Performance (unlimited), Cost/Price (unlimited), and Contract Documentation (unlimited). All amendments through Amendment 07 (October 7, 2026) must be signed and submitted with proposals. Amendment 07 updated pricing workbooks UPDATED6(P) for prime and UPDATED4(P) for subcontractors.
