About this opportunity
The Department of the Air Force Air Mobility Command seeks multiple award construction contracts to support the construction program at Joint Base Charleston and subordinate locations, with proposals due October 28, 2026. This is a competitive HUBZone and SDVOSB set-aside using trade-off procedures, restricting award to entities holding one or both certifications.
Place of performance includes Joint Base Charleston–Air Base (Charleston, SC), Joint Base Charleston–Weapons Station (Goose Creek, SC), Short Stay Recreational Area (Moncks Corner, SC), North Auxiliary Airfield (North, SC), and Defense Fuel Supply Point (Charleston, SC), with emergency support capability for Seymour Johnson AFB and Shaw AFB. Work encompasses new construction, alteration and repair, demolition of buildings and structures, roads, grounds and utilities, and design-build projects from concept through 100 percent design. Individual task orders will range between $1 million and $30 million, with no more than 10 percent of task orders issued for outlying areas.
The contract carries a maximum value of $400 million over 5 years and 6 months (base period June 27, 2027 through June 26, 2028, plus four one-year option periods through December 26, 2032). The Air Force intends to award up to six primary contracts and identify up to three on-ramp contractors from responsive offerors. NAICS code 236220 applies with a $45 million annual receipts size standard for small business classification.
Evaluation weighs price (Factor 1) and past performance (Factor 2), with past performance significantly more important. Past performance must be recent—at least one day of performance within the five years preceding July 23, 2026—and relevant to SBA Region IV (the Southeast). Offerors may cite up to 15 contracts, with no more than 2 design-build projects, all within the region. The government targets nine offerors with a minimum "Substantial Confidence" past performance rating.
Contractors must submit responsive proposals on 75 percent of task order proposal requests over any twelve-month period or face removal. Performance and payment bonds equal to 100 percent of each task order price are required within 15 days of award, with a 20 percent proposal bond required at submission. The seed project (Repair Dormitory B464) is estimated at $20 million to $25 million with a 450-calendar-day performance period. Liquidated damages are assessed at $567 per calendar day. Davis-Bacon Act prevailing wage determinations apply for Charleston, Berkeley, and Sumter counties in South Carolina and Wayne County in North Carolina.
Amendment 003 (October 9) and Amendment 004 (October 13) extended the proposal due date from October 14 to October 28, 2026 at 12:00 PM EDT. Amendment 002 (September 17) increased individual task order magnitude from $1 million–$25 million to $1 million–$30 million, incorporated geotechnical, mechanical, as-built drawing, wage determination, and other technical attachments, and updated CFR references for teaming arrangements and past performance recency standards. Amendment 001 (August 17) moved pre-proposal questions due date to August 20, 2026, with answers posted by August 27. A pre-proposal site visit and conference were held August 6, 2026. Contracting officers are Daniel Teeter and Robert Melton.
