About this file

This is a pre-proposal conference presentation for the Joint Base Charleston Multiple Award Construction Contract (MACC), solicitation FA441826R0009, issued by the Department of the Air Force Air Mobility Command. The presentation highlights key aspects of the solicitation but does not constitute contractual requirements. The MACC is a competitive HUBZone and SDVOSB business set-aside using trade-off procedures with an overall capacity of $400 million over 5.5 years (12-month base plus four one-year options and one six-month option). The contract supports construction programs at Joint Base Charleston in South Carolina and will provide emergency support to Shaw AFB and Seymour Johnson AFB in North Carolina. Task orders are anticipated to range from $3,000 to $30 million, with the majority between $1 million and $10 million. The government projects awarding up to six primary contractors and identifying up to three on-ramp contractors. Work includes new construction, alterations, repairs, demolitions, design-build projects, and utility infrastructure work at multiple simultaneous locations.

The presentation identifies evaluation criteria and contractor performance expectations. Price proposals will be evaluated first, followed by past performance, with nine offerors receiving substantial confidence ratings to move forward. Offerors must submit responsive proposals for 75 percent of task order requests over a twelve-month period to remain on the contract, with mandatory site visits for individual task orders unless otherwise noted. Site visit attendance is required or proposals become non-responsive. The presentation covers the seed project (Repair Dormitory B.464), which exceeds $10 million in estimated cost and includes interior renovations, system replacements, seismic upgrades, and a 450-calendar-day completion schedule. Questions were due August 20, 2026, with answers posted by August 27, 2026. The proposal due date was extended to October 14, 2026 via Amendment 002.

The Government may off-ramp a contractor for reasons below:

Failure to submit responsive proposals on 75% of task order proposal requests over a twelve (12) month period of performance.

(Ref. Section L) - Site visits for individual TOs will be mandatory for MACC contractors unless otherwise noted in the Task Order Proposal Request (TOPR). If a contractor chooses not to attend the site visit for a specific TO, that contractor’s proposal for the TO will be considered non-responsive.

Late performance of TO workload = prolonged startup, completing TOs late, or being assessed LDs on TOs.

Inability of prime or subcontractors performing work to maintain proper certification(s).

Poor TO performance as evidenced by CO notification or CPARS ratings under “Satisfactory.”

Unresponsiveness to warranty work.

Failure to provide responsive (72 hrs.) customer service. Maximum of five (5) occurrences over a twelve (12) month period.

Unsafe site conditions resulting in an OSHA discrepancy.

The Government may identify up to three (3) On-Ramp IDIQ contractors, with effective dates To Be Determined (TBD).
