About this opportunity
The Defense Logistics Agency (DLA) is seeking to establish an additive manufacturing (AM) supplier base through the JAMA IV IDIQ Pilot Parts Program, which will enable production of military parts using additive manufacturing techniques such as Laser Powder Bed Fusion, Directed Energy Deposition, Material Extrusion, cold spray, and binder jetting. The solicitation aims to develop processes and expand the AM supplier base for producing approved parts submitted by Military Services, with DLA providing Technical Data Packages (TDPs) to Enhanced Joint Certification Program (eJCP) certified vendors through the Internet Bid Board System (DIBBS). Offerors must demonstrate AM expertise, quality management systems compliance, complete the JAMA IV Capability Questionnaire, provide proof of quality management system standards, and submit a fully completed Section 10 of the Vendor Site Survey to receive an "Acceptable" rating under the simplified two-tier evaluation system. The evaluation focuses on Base IDIQ Required Capabilities, with failure to provide the required capability questionnaire resulting in automatic ineligibility for award. Following multiple amendments, the final proposal submission deadline is August 12, 2025, at 12:00 Noon EDT.
This solicitation does not utilize any set-aside designations and is open to all qualified vendors who meet the stringent certification requirements. The contract structure includes a five-year performance period consisting of one base year and four option years, with a total contract ceiling of $10 million and maximum obligation of $9.8 million. The pilot program encompasses production of 11 unique parts for various military services including the U.S. Army, Air Force, Marine Corps, and Navy, with quantities ranging from 1 to 20 parts per component across specialized items such as intake caps, fuel sample collection devices, and helicopter hangar door proximity switch brackets. Multiple IDIQ contracts will be awarded to qualified prime contractors, with individual task orders to be competitively issued among selected contract holders. The primary place of performance is Fort Belvoir, Virginia, though parts will be delivered to multiple military locations across the United States including facilities in Alabama, Illinois, New Jersey, Georgia, California, Florida, and Pennsylvania.
