This document is an Amendment (Amendment 0001) to a Request for Proposal (RFP) for the JAMA IV IDIQ Pilot Parts Program, solicitation number SP4701-25-R-0001. The amendment extends the RFP closing time and date to 12:00 Noon, EDT, July 24, 2025, and addresses multiple vendor questions about the solicitation requirements. Key clarifications include: the solicitation is open to team/subcontract solutions, but IDIQ contracts will only be issued to prime contractors; vendors must be EJCP qualified and address requirements in Section L of the solicitation; the contract will have a one-year base period with four one-year option periods; and no Technical Data Packages (TDPs) will be available for review until the IDIQ contract process is complete. The amendment provides guidance on proposal submission, including formatting, attachment requirements, and evaluation criteria for additive manufacturing capabilities.

JAMA IV IDIQ Pilot Parts Program RFP - SP4701-25-R-0001, Amendment 0001
Controlled Unclassified Information (CUI) 2
Amendment 0001 is being issued to Request for Proposal (RFP) SP4701-25-R-0001 to address questions received in response to the solicitation, and to extend the closing time and due date of the RFP to 12:00 Noon, EDT, July 24, 2025.
No. Question Answer
1.
Would the solicitation be open to a team/subcontract type of proposed solution, or is the solicitation focused on the in-house 3D printing capabilities of individual companies.
The solicitation is open to receiving team/subcontract solutions. However, IDIQ contracts will only be issued to the prime contractor who will be responsible for producing parts, and only prime contractors will be given access to review TDP packages. Therefore, if a subcontractor is going to produce parts, then they should submit an individual proposal to see if they qualify to produce parts to receive an IDIQ contract.
2. If the solicitation is open to a team/subcontract approach, how would you recommend approaching the proposal? Two possible approaches, but open to any recommendations:
1. Each company complete and submits Attachments 1, 2, and 3 separately (which would be 3 documents x number of team members.
2. Compile all the information into 1 set of Attachments 1, 2, and 3, noting each company’s response to each question.
See response to question No. 1.

3. As a potential offeror, we have a Metal 3D printing facility at our location and would be interested in offering our services to try and print some of the parts using LPBF 316L and AISi10Mg.
Would we be eligible to participate in the program?
To be eligible for the award, a vendor must be EJCP qualified, and address the requirements identified in Section L of the Solicitation.
4. Does a vendor need to be a part of an approved vendor list to be eligible to apply for this program?
This is a new acquisition, and the government does not have an approved vendor list.
As stated in Section L.5.2
VOLUME II: NON-PRICE
PROPOSAL: The award of this IDIQ will create an approved supplier list eligible to receive future Task Orders containing Additive Manufacturing (AM) Technical Data Packages (TDPs) for manufacturing. The Technical Evaluation Panel will review the requested information below to assess the additive manufacturing expertise and capability of the offerors.
5. Will the task orders be awarded by individual line to the best offer for that product or are they all CLINs or nothing requirements?
All information relating to a task order award will be identified in the RFQ when Task Order requests are issued.
Controlled Unclassified Information (CUI) 4
6. How will the other than Firm Fixed Lines work? What kind of documentation will be required?
Currently the contract type proposed for the program is FFP. If the government changes the type, it will be stated in the RFQ when request for task orders is issued.
7. Will we have access to all the CAD/drawing and technical data info for all of the parts listed prior to submission so that we can be more specific in our solution, or do we just provide a general solution given the material and preferred modality listed in the table?
No. The TDPs will not be available for review until the IDIQ contract process is complete.
8. Is there an opportunity to obtain a sample of these parts that can be returned after analysis?
No. The only information that will be provided to vendors is the Technical Data Packages (TDPs).
9. Are the submission documents required to be single or double space?
Refer to the RFP for submission of offer directions and specifications.
10.
Will FAR 12 flexibilities apply to these parts, or should we assume Certified Cost and Pricing be required for all procurements over the threshold?
See response in question No. 5.
11.
What Documentation will be required for price reasonableness on task orders?
See response in question No. 5.

12. In Section C.6.2, (page 12 of 74) it states, “For planning purposes, an example CDRL tables listed below in Table 1 reflects an anticipated sample of required CDRLs in support of this
IDIQ.
Does below refer to the Task Order (TO) requirements example starting on page 68 of 74.
If so, it is believed to be Table 2 under Section
2.0 Performance. Please clarify.
This is a partial list of parts that will be competed for the IDIQ production project. There may be other parts added at a later date or as parts are certified.
13. Per “Table 1: Requested AM Components for Manufacture” is the Helo Hanger Door Proximity Switch Bracket the only DED component available for DED?
Yes, the Hanger Door Proximity Switch Bracket is the only DED component available for DED.
14. We are working with a company who currently prints in titanium, and is rapidly expanding to Inconel, with cooper, steel, and aluminum as additional metals on the company’s additive roadmap. As part of a July 10th submission for this IDIQ (for companies who cannot provide parts on the example TO), can we submit a company capability statement highlighting Ti today, and future roadmap description under Factor 1.
All vendors are required to address the requirements identified in Factor 1, page 63 of the RFP.
Controlled Unclassified Information (CUI) 6
15. This question is regarding the Non-Price Proposal, Factor 1, and its relation to the Statement of Work (SOW).
On page 63, the solicitation clearly sates "Describe in detail your approach to research, analyze and develop the specified deliverables and perform each task in the Statement of Work (SOW)." While we are unable to produce parts for the example Task Order 1 (referenced by the provided SOW on page 68) today, we want to highlight our ability to contribute to future task orders/additional materials of interest and use our current work with Ti as an example.
The purpose of the RFP is to issue IDIQ contracts to vendors who are found to meet the requirements identified in the RFP.
If a vendor cannot produce parts as noted in the example for Task Order 0001 as stated in the RFP, then it is advised that you submit a capability statement to the Emergent Broad Agency Announcement
(BAA).
16. Can the government provide additional information on QMS certification requirements?
QMS – is the tech quality requirement for the parts. This ensures the part meets military specification and performance testing, it is the FAT, First Article testing requirement.
17. Will the government provide an approved list of third-party additive manufacturing accreditations and certifications referenced in Factor 2 Exceeds rating?
No. The government will not provide an approved list of third-party additive manufacturing accreditations and certifications.

18. In sentence one of H.7 the government states “Each IDIQ awarded resulting from this solicitation will have a one (1) year base period and two (4), one (1) year option periods.” Can the government clarify this sentence to reflect 2 or 4 option years?
There is a typo in the first sentence for the IDIQ Period of Performance. The first sentence is revised as follows:
Each IDIQ awarded resulting from this solicitation will have a one (1) year base period and (4), one (1) year option periods. The maximum total ordering period for large and small businesses will be a 1-year base period with 4 one-year option periods (i.e. a potential 5-year period of performance).
19. Can the government provide the intent for the following sentence, “Résumés and certifications for technical data and computer software will not be counted as part of the 20-page limit.” Are the IDIQ resumes expected related to C.6.1 Point of Contact on page 12?
As stated on page 12 of the RFP, and in Section L, page 58, L.1 Proposal Instructions, the resumes are relative to any personnel the vendor proposes with its solution. Vendor personnel can include resources identified in Section C.6.1 as stated on page 12 of the RFP.
20. Will the government consider removing price assumptions from Note 1 of the Executive summary since no pricing data is to be included in the technical proposal?
Reference Page 62, Note 1, Item I, Price Assumptions is hereby removed from the RFP.
No pricing is required at the IDIQ level.
Controlled Unclassified Information (CUI) 8
21. Page 58 of this document is requiring, "A header on each page to identify page content and page number." is the government asking for the header to change on each page of every document in the proposal (attachments and volumes) in order to describe the content of that page/section or is the intent for the header description to be more aligned with the volume content; describing the attachment/volume/factor itself?
It is imperative that vendors follow the instructions as stated on page 58 of the RFP.
The purpose for headers is is to ensure the offerors’ proposal is organized and each section to be reviewed aligns to the requirements identified in the RFP.
22. Can the government clarify if the cover letter and executive summary should be submitted as a single document or as 2 separate documents?
Please read the directions in section L for proposal submission. It is 2 separate documents
23. Can the government confirm that the cover sheet and cover letter being referenced are the same document?
As stated in Section L.5.1, on page 61 of the RFP, the cover sheet/cover letter are the same document.
24. The executive summary is requiring offerors to submit SF33s and Amendments - can the government clarify if they would like a statement acknowledging amendments in addition to the signed SF33s to meet this requirement?
In addition, would the government like offerors to submit the signed 1449 along with the SF33s, or are the SF33s sufficient?
Vendors are required to acknowledge any Amendments issued against the RFP, as well as sign/submit the 1449 with its offer.
See above response.
25. Can the government please confirm whether or not offerors required/allowed to modify the government-provided attachments in order to follow the same CUI markings as their offeror-created documents?
Vendors cannot modify government attachments to support its offer.
Vendors must follow the CUI instructions included in the
RFP.
Controlled Unclassified Information (CUI) 9
26. Can the government please provide additional clarification on their preferences for the supporting documentation offerors are providing?
1. Should offerors include only relevant portions of documentation of full document (i.e. only relevant pages of our contract's PWS/SOW or the entire document).
2. Can offerors highlight and comment in the supporting documentation to make evaluation easier on the government?
No. In accordance with Section M.1.1, page 65 of the RFP, proposals that fail to address all the requirements of the solicitation will be found noncompliant, therefore no highlighting etc.
27. Can the government please clarify the difference between chapter and factor?
As stated in Section L.4, page 60 of the RFP, the vendor’s electronic proposal must be organized according to the format as stated on page 61 in the chart.
A factor is what the vendor will address in its offer, that will enable the government to determine whether they can meet the requirements of the
RFP.
28. The executive summary is limited to one page;
however, it requires many attachments that will exceed a single page on their own.
Can the government confirm that the "Technical Capability" section of the executive summary is limited to one page and that the "general information" and "RFP Exceptions" are excluded from the page count?
“General information" and "RFP Exceptions" are excluded from the page count.
As stated in Section L.1 of the RFP, Résumés and certifications for technical data and computer software will not be counted as part of the 20-page limit.
Controlled Unclassified Information (CUI) 10
29. Many of the attachments use elements such as images for questions or do not follow the formatting requirements.
Can the government please confirm that offerors are able to alter and adjust the formatting of the attachments as long as we answer the questions and requirements therein?
The government requires that you answer completely what is being asked. If the document formatting is hampering the response, yes, you can alter as long as you answer all questions and requirements.
30. Can the government clarify whether or not the attachments required to be submitted in Volume II should be submitted as separate attachments to the proposal or all combined and submitted within the volume?
The Attachments to Volume 2 can be submitted separately with each vendor’s offer as long as it clearly identified as part of Volume II.
31. Page 58 states, "Résumés and certifications for technical data and computer software will not be counted as part of the 20-page limit."
However, the only volume/document with a page restriction stated in the proposal, is the 1-page executive summary; page 62 specifically states, "non-price proposals in response to this RFP do not have a page limit."
Can the government clarify what this 20-page limit is on or remove the requirement?
See response in question No.
28.
32. Section L.6 states, "OFFERORS ARE
REQUIRED TO PROVIDE THE
FOLLOWING INFORMATION WITH
THEIR PROPOSAL" and proceeds to list Attachments 1-3, and Section L.7 requires offerors to submit Attachment 4.
While Attachment 1 and 3 make sense to be completed and submitted with the response.
For Attachments 2 and 4 can the government confirm?
1) Offerors are to submit their contractor-generated QMS accreditation.
Yes. Vendors are to submit their QMS accreditation.
Controlled Unclassified Information (CUI) 11
2) Offerors can provide their CAGE code to prove their eJCP is in progress.
As stated in Section L.7, it states: If your organization’s eJCP is in progress, provide your organization’s Commercial and Government Entity (CAGE) code.
The closing time and date for receipt of offers is hereby extended. The closing time and due date of the RFP to 12:00 Noon, EDT, July 24, 2025.
