About this opportunity

The Puerto Rico Army National Guard seeks firm fixed-price construction of a 21,117 gross square feet Engineering Housing Maintenance Shop at Camp Santiago, Salinas, Puerto Rico, with bids due June 25, 2026, at 2:00 p.m. local time. This procurement is restricted to 100 percent small business set-asides under NAICS 236220 with a $45 million size standard; the contract magnitude is estimated between $10 million and $25 million.

Place of performance is Camp Santiago, Salinas, Puerto Rico (100 Cam De Playa #9998, Salinas, 00751). The facility will support the Department of Public Works with specialized repair shops for Paint, HVAC, Electrical, Plumbing, Screen, Carpenter, Welding, and Ground Maintenance operations, plus an operator work bay, supply warehouse, administration wing, break room, conference area, and locker/shower rooms including a specialized dirty toilet/shower area. The project requires LEED v4 BD+C Silver Certification, with all costs borne by the contractor.

The contract includes a firm fixed-price base bid for the primary facility plus eight separately priced optional line items covering supply warehouse, classroom/break area, rigid concrete and asphalt paving, operational partition, personnel lockers and benches, heavy-duty shelving, supporting facilities, and furniture, fixtures, and equipment. The performance period is 730 calendar days from Notice to Proceed, anticipated October 16, 2026, to October 15, 2028. Bid evaluation considers price and price-related factors only; award goes to the responsible bidder with the lowest conforming bid.

All contractor personnel require security clearance for Camp Santiago access, with Real ID-compliant identification and AT Level 1 anti-terrorism awareness training within 30 days of contract start. The solicitation incorporates FAR Buy American Act requirements (52.225-11 with 65 percent domestic content for construction materials) and DFARS Deviations 214 and 236. Davis-Bacon wage requirements and Construction Wage Requirements do not apply in Puerto Rico; local labor laws govern. A bid bond of 20 percent of bid price or $3 million, whichever is less, is required. Liquidated damages are $1,343.30 per calendar day of delay. Performance and payment bonds are required.

The solicitation is governed by sealed bidding (FAR Part 14), commercial construction services procedures (RFO FAR 12.201-2 and 36.101-1(a)), and includes existing environmental documentation: lead-based paint inspection reports and asbestos certifications for buildings to be demolished. A mandatory pre-bid conference and site visit occurred May 27, 2026, with nine total bids received at opening. Four amendments have been issued; Amendment 03 extended the due date by 14 calendar days, and Amendment 04 incorporated clarifications from 138 bidder requests for information, addressing Anti-Terrorism Force Protection glazing requirements, wind design pressures (ultimate load of 185 mph), and delegated design professional responsibilities. All questions closed June 8, 2026, at 4:00 p.m. local time. An Abstract of Bids was posted June 30, 2026.
