About this file
This is an RFI (Request for Information) Log for federal contract W912LR26BA002, an Engineering Housing Maintenance Shop (EHMS) project for the Department of Public Works (DPW) at Camp Santiago, Puerto Rico, administered by PRARNG (Puerto Rico Army National Guard).
The log documents 138 clarification requests received from potential bidders between May 13 and June 5, 2026, with responses posted on June 17, 2026, and incorporated through Amendment 04 dated June 8, 2026. Key technical clarifications addressed include: Anti-Terrorism Force Protection (ATFP) glazing requirements compliant with UFC 4-010-01 with mandatory laminated innermost panes; wind design pressures (ultimate load of 185 mph) to be determined by contractor's delegated design professional; storefront and glazing system approvals through submittal review process; and structural support responsibilities delegated to the contractor's design professional. The solicitation incorporates FAR Buy American Act requirements (52.225-11, 52.225-12) but clarifies that Davis-Bacon wage requirements do not apply in Puerto Rico; bidders must comply with local labor laws. The project includes a 730-calendar-day performance period with base bid and seven optional line items (OLI 1001-1008) covering supply warehouse, classroom/break area, rigid and flexible paving, operational partitions, lockers/benches, shelving racks, supporting facilities, and FF&E (furniture, fixtures, equipment). The bid due date was extended from June 11 to June 25, 2026, at 2:00 PM via Amendment 03. Additional requirements include LEED Silver certification (all costs borne by contractor), Builder's Risk insurance (contractor responsibility), temporary facilities with dedicated field office for Government personnel, and compliance with cybersecurity standards (FAR 52.204-24, Section 889 NDAA prohibiting covered telecommunications equipment). The Government confirmed no Davis-Bacon wages apply, no BABA requirements, Construction Wage Requirements inapplicable, and a 2.5% municipal construction excise tax (50% exemption from standard 5% rate). Geotechnical and environmental reports (asbestos certifications, lead-based paint inspection) provided as baseline with differing site conditions procedures for unforeseen conditions.

32 LEAD BASED PAINT: The Lead-Based Paint Inspection Report states that quantities of positive materials are estimates and that contractors shall estimate the amount of materials to be abated. Specification Section
02 83 33 also states that locations of materials different than indicated within the report but within the project limits are considered as having no impact on contract sum or contract performance period. Will the
Government please confirm whether bidders are required to include abatement for only the identified LBP components and estimated areas shown in Attachment 05, or whether bidders must include additional allowance for unidentified lead-containing materials within the project limits?
3-Jun-26 Section 02 83 33 Contractors shall base their proposals on the Government‑provided estimate of lead‑based paint (LBP) abatement included in the
Lead‑Based Paint Inspection Report (ZEM‑24286). This estimate represents the expected scope of abatement for the project. If additional
LBP requiring abatement is discovered beyond the quantities indicated in the report, such work will be addressed through a contract modification.
33 Attachment 05 states that if suspected components that could contain lead are encountered underneath currently installed tiles or other construction material, they shall be managed as containing lead until appropriate testing is performed. Will the Government please confirm whether destructive investigation or additional pre-demolition testing of concealed components is required in the bid price, or whether concealed lead-containing materials discovered after award will be handled under the contract’s hazardous materials/differing conditions procedures?
3-Jun-26 Attachment 05, LBP
Bidders are not required to include costs for destructive investigation or additional pre-demolition testing of concealed components in their bid price. As stated in Section 2.5 of the Lead-Based Paint Inspection Report, the inspection was limited to 'ready accessible components and surfaces.' Any suspected lead-containing materials discovered after award and during demolition (e.g., underneath tiles or other construction materials) will be handled at that time in accordance with the contract's standard clauses for differing site conditions and the procedures outlined in the report.

34 Attachment 04 provides asbestos certifications for structures to be demolished. Amendment language also advises that friable and/or non-friable asbestos-containing material may be encountered in project areas.
Will the Government please confirm whether Attachment 04 is intended to be the complete asbestos survey basis for bid, or whether the
Contractor must include additional asbestos inspection/testing prior to demolition?
3-Jun-26 Attachment 04, Asbestos
The Government confirms that Attachment 04, which contains the official 'Certification of No Presence of Asbestos' for each building in the demolition scope, is the complete asbestos survey basis for the bid. These documents certify that the facilities do not contain asbestos materials. Furthermore, the facilities have not been repaired or modernized since the date of these certifications. Therefore, the contractor is not required to include costs for any additional asbestos inspection or testing prior to demolition. The amendment language serves as a standard contractual notice, but the official certifications in Attachment 04 shall be the governing documents for this matter.

42 Is cathodic protection required? 4-Jun-26 Specifications The requirement is detailed in two separate specification sections:
Section 26 42 13 - Cathodic Protection for Underground Fuel Piping: This section is dedicated entirely to the cathodic protection system for all new underground steel fuel piping. It specifies a sacrificial anode type of system. This means that anodes (typically made of a more reactive metal like zinc or magnesium) will be buried alongside the steel pipes. These anodes will corrode preferentially, "sacrificing" themselves to protect the steel pipes from corrosion.
Section 33 52 43 - Aviation Fueling System: This section, while focused on the overall fueling system, reinforces the requirement by stating that "all underground steel piping shall be protected against corrosion" and refers back to the requirements outlined in Section 26
42 13.
In summary, not only is cathodic protection required, but the specifications also clearly define the type of system to be used (sacrificial anode) and the components it must protect (all underground steel fuel piping).
