About this file

This document is a comprehensive specifications package for the Engineering Housing Maintenance Shop (EHMS) facility at Camp Santiago, Salinas, Puerto Rico, prepared for the Puerto Rico Army National Guard.

The project encompasses the construction of a 21,117 gross square feet facility supporting the Department of Public Works for maintenance and repair operations. The EHMS will include eight specialized repair shops (Paint, HVAC, Electrical, Plumbing, Screen, Carpenter, Welding, and Ground Maintenance), an operator work bay, supply warehouse, administration wing, break room with conference area, locker rooms, and toilet/shower facilities. The contract is structured as a single firm fixed-price award with a workweek of Monday through Friday, 8:00 AM to 5:00 PM, excluding 14 Puerto Rico and U.S. government-observed holidays. The project requires LEED v4 Silver certification, with detailed commissioning and sustainability documentation requirements. Critical submittals must be provided within 45 days of contract award. The contractor must secure all required federal, state, and local permits, environmental permits through Puerto Rico's Department of Natural and Environmental Resources (DRNA), and PREPA electrical utility compliance. Additional requirements include security clearance for all personnel, use of web-based project management software (PROCURE or approved equal), coordination drawings prepared through a specific color-coded process by trade, and compliance with Build America Buy America provisions. Six Optional Line Items (OLIs) are included covering the supply warehouse structure, classroom/breakroom structure, rigid concrete and asphalt paving, operable partition, lockers and benches, and heavy-duty shelving and cantilever racks. The specifications comprise two volumes covering 32 divisions of construction work from general requirements through landscape improvements, with design professionals of record identified for architectural, structural/civil, fire protection, HVAC/plumbing, telecommunications, and electrical disciplines.

The new EHMS facility will consist of a series of specialized repair shops, a supporting operator work bay, Supply Warehouse, administration wing, break room & conference area, locker rooms, and toilet/shower rooms (including a specialized operationally requested dirty toilet/shower area). Primary repair shop operations will include: Paint, HVAC, Electrical, Plumbing, Screen, Carpenter, Welding, and Ground Maintenance shops. Circulation will be primarily covered exterior walkways, and support spaces include mechanical, electrical, telecommunications, fire pump, and general support spaces as part of the facility. Site supporting facilities include but not limited to: site preparation, fine grading and seeding, stormwater/storm drainage management measures, rigid and flexible pavements to include specialized service vehicle parking, curbing, fencing, sidewalks, exterior fire protection, utilities (electric, water, waste water/sewer), information systems, and physical security (AT/FP) measures.

B. Type of Contract:

1. Project shall be a Firm Fixed price (FFP) contract.

C. Commissioning: The commissioning authority (CxA) is responsible for developing a Commissioning Schedule and executing a Commissioning Plan. The CxA is under a separate contract with the Government. All Contractors shall coordinate with the CxA.
