Added: Mar 18, 2010 10:53 am Competition for this procurement will be limited to 8(a) firms located in Region X which includes the states of Washington, Oregon, Alaska, and Idaho and 8(a) Participants in good standing serviced by a SBA office outside of the states of Washington, Oregon, Alaska, and Idaho State, but having a Bona fide branch office in the states of Washington, Oregon, Alaska, and Idaho. A Bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) Participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical

boundary. The term does not include construction trailers or other temporary construction sites. All other 8(a) BD Participants are deemed ineligible to submit offers.


Joint Venture Agreements - Joint Venture Agreements are allowable on competitive 8(a) set-asides and must be received by SBA prior to cost proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project you must advise your assigned Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF COST PROPOSAL/BID.

The 62d Contracting Squadron announces the projected solicitation for an Indefinite Delivery/Indefinite Quantity Contract (IDIQ) for a Simplified Acquisition of Base Engineering Requirements (SABER) contract. This acquisition is for of a broad range of maintenance, repair and minor construction work on real property at Joint Base Lewis-McChord WA. The solicitation will be a Request for Proposal (RFP) and will be limited to eligible SBA Region 10 8(a) concerns. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The period of performance will consist of one base year plus four one year options estimated at $9,500,000 annually with a maximum total program of $47,500.000. The magnitude of construction is between $25,000,000 and $100,000,000. The NAICS code for this requirement is 236220, Commercial and Institutional Building Construction, with a size standard of $33.5M. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities web site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis, the release of the solicitation package, which should be on or about April 14, 2010, and any other pertinent information; and for downloading their own copy of the solicitation package and drawings. Potential offerors must register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors must be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/.

Work under a SABER contract consists of real property maintenance, repair, remodel, alteration and minor construction projects to include industrial, commercial and institutional facilities located on Joint Base Lewis-McChord, WA. Work will be provided under multiple firm-fixed-price task orders issued as provided in the parent IDIQ contract. Firm-fixed-priced task orders issued under this SABER contract may range in value from $2,000 to $750,000. Each task order may involve a variety of construction trades. The SABER contractor shall provide all materials, labor, equipment, tools, transportation and ancillary items necessary to complete each project from conception to completion.


As provided by the Air ForceFederal Acquistion Regulation Supplement 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. Added: Dec 01, 2009 3:28 pm The purpose of this Sources Sought notice is to obtain information from potential and eligible 8(a) contractors within the Small Business Administration (SBA) Region X for a Simplified Acquisition of Base Engineering Requirements (SABER) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The SBA Region X consists of the states of Alaska, Idaho, Oregon and Washington. Orders placed under the contemplated contract will be for construction work on McChord Air Force Base, Fort Lewis and for the Joint Base Lewis McChord. This is not a Request for Proposal and shall not be understood as a commitment by the Government to issue a solicitation or subsequent contract. The Air Force or Government shall not be responsible for any contractor costs in responding to this Sources Sought notice. If issued, all notices, the Request for Proposal and related documents or updates will be available solely on the Federal Business Opportunities (FBO) website (https: www.fbo.gov). Interested parties are responsible for monitoring the FBO website for the posting of any solicitation or subsequent updates.

Work under a SABER contracts consists of real property maintenance, repair, remodel, alteration and minor construction projects to include industrial, commercial and institutional facilities located on the present McChord AFB and Fort Lewis. Work will be provided under multiple firm-fixed-price task orders issued as provided in the parent IDIQ contract. Each task order may involve a variety of construction trades. The SABER contractor shall provide all materials, labor, equipment, tools, transportation and ancillary items necessary to complete each project from conception to completion.


Interested contractors should have a successful history of relevant construction experience in the performance of multiple construction projects ranging in value of $2,000 to $750,000. Firm-fixed-priced task orders issued under the contemplated SABER contract may range in value from $2,000 to $750,000. The total annual estimated value of the contemplated contract is $10,000,000 per year. The proposed IDIQ contract shall be for a Base Year and four subsequent Option Years not to exceed a total of five years.


Sources sought responses are requested from potential SBA certified 8(a) firms or 8(a) Joint Venture entities. Respondents shall (1) indicate all of the following small business categories that apply: 8(a) certified firm, Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business (SDVOB); (2) provide an outline of the firms experience to include specific projects of relevant work completed or in progress of equivalent magnitude (include contract numbers), description of work, points of contact, phone numbers and e-mail addresses if available; (3) the professional qualifications and specific experience of key personnel identified that likely will perform work under the contemplated contract; (4) the firm's/venture's current bonding capability: and (5) any other information deemed pertinent that will aid in our assessment of the firms capabilities. Interested potential contractors shall limit their response to this sources sought notice to a maximum of 10 pages.


Electronic responses shall be provided no later than December 16, 2009.


This Sources Sought notice is for planning purposes only and shall not be understood as a commitment by the Government to either issue a solicitation or enter into any contract. This information is sought as part of formal market research in preparation for a possible solicitation.
