B. If another surface is required, please state all details including grades and if drains will be required.
C. If drains are required, can the existing pump station support these added floor drains?
If
Government Response
A. Similar asphalt may be used. Preferably the contractor removes as little asphalt as possible. It is acceptable to use existing and adjust the awning height with footer and footer height.
B. See A above.
C. No drains required in the “curing area.” Drains are only required for the "Mixing Area" as stated in project DEQ000878J Scope of Work Paragraph 1.4.

Building Access and Existing Building Modifications
Questions/ Discussion
A. It appears that cross bracing has been removed from the existing structure on the east side. Parts of it remain high up in the third bay counting from the south. This cross bracing is shown on the “As Built” drawings sheet S-3, East Elevation, furnished in Amendment 002. Please confirm that this lack of existing building bracing will be addressed outside of this contract.
B. The existing open area that we attach to have existing frames that brace to the roof purlins with “knee” braces. Numerous existing braces have been damaged and / or are missing. Please confirm that this will be addressed separately from this proposal.
C. Will cross bracing between the columns be allowed in the new structure on the east side?
D. If cross bracing will not be allowed, what is the minimum size opening that will be allowed in the east side for a brace or “Portal Frame”? Please provide both height and width. Please note that some type of bracing will be required in one or more of the bays. Please also be aware that the final size of any opening will affect the final building height and spacing of the bays.
E. A steel beam may be required at the eave on the east side to allow for the 50 ‘-0” spacing of the uprights. If the clearance height under the beam is required to match the existing in this bay, the new structure will need to be taller than the existing. If the new building is required to be taller, this will effect where the two buildings meet at the roof line. Will this area of change in height be required to have a vertical “skirt” wall and be weather tight?
F. Please confirm that if required, cross bracing and or intermediate structural members are allowed on the west and north sides.
Government Response
A. This contract only concerns the new awning.
B. See A.
C. No.
D. 50’ open at the “mixing area”. We will not argue a few inches either way at the mixing area. Column space should be 25’ center to center at “curing area”. Opening will be dictated by column width in the “curing area”. If bracing is required at one side or the other, please install at west side of awning. The north side can be braced, sheeted or both at the option of the contractor.
E. Height of new awning does not have to match height of old awning. Likewise the floor elevation of mixing and curing area does not have to match old awning elevation. New awning may step up or down if required. Design is on the contractor.
F. See D.

Lighting in new addition
Questions/ Discussion
A. Light fixtures have been removed from the existing building since the “As Builts” were drafted that were included in Amendment 002. The existing open space which is approx. 90 feet by approx. 120 feet now has 5 metal halide fixtures and one long florescent fixture. This is 6 fixtures in approx. 10,800 s.f. Will four fixtures be adequate for the new 50 foot by approx. 90 foot section?
B. Please confirm wattage of existing fixtures so the this can be matched as requested.
C. Please confirm that lighting is not required in the remaining new space of 100 feet by approx. 90 feet, “Curing Area”.
Government Response
A. Yes.
B. Design wattage and lumens for this type of facility and layout required to meet current UFC, UFGS, and US Army Corp of Engineers Specifications. Match existing does refer to style of fixture, but does not eliminate the requirements for specifications. It has been confirmed with JBLM Main Electric shop the standard for a covered shelter where lighting is not required is 5 ft candle.
C. Confirmed.

Questions/ Discussion
Are there any existing topography documents that can be provided?
Government Response
Not at this time. Field measurements are authorized. Please remember to check in and out at the front office (scale house) and bring appropriate safety equipment, such as hard hat and vest. Some contractors have failed to comply with the request to check in and out of the facility and if this trend persists the site will be closed to further unescorted visits. If the Government must resort to escorted visits the dates and times permitted will be extremely limited due to the manning of the organizations involved.

Microsoft Excel format of the in R.S. Means© line items
Questions/ Discussion
Is a Winest or Timberline Detailed Estimate Report and acceptable format to use for submittal of the line item estimate for the Seed Project?
Government Response
The requirement is for a document converted to Microsoft Excel format to demonstrate that the proposed software is capable of providing the Excel spreadsheet for use during future task order negotiations. This is necessary since at no time will the Contracting Office have the estimating software available on their computers. If the proposed software is not capable of converting the output to Excel spreadsheets it is unacceptable.

Issue
Condensation mitigation
Questions/ Discussion
Does the insulation installation have to meet any defined specifications? Can the sweating be addressed through a different methodology?
Government Response
Different methodology to address sweating is acceptable to the Government as long as current JBLM specs and UFC and UFGS are satisfied. Also see the response to Question 3 above.
24
Reference
The provided scope for Project DEQ000878J Extend Compost Awning states in item 1.1. “That one section of awning shall have an entrance at the east end with a 50’ wide, open entrance and four sections with 25’ center to center openings and header height no lower than existing awning, for loader vehicle clearance. The east end of the building shall be considered the front of awning. Design shall match existing”.
Issue
Entrance Clearance Height
Questions/ Discussion
To create the 50’ wide opening you will be required to use a Bar Joist or a Carrier Beam between columns for support. By using one of these methods to create the entrance required by the scope of work your maximum clearance will fall between 17’ and 17’ 6”. The existing site has 8” purlins running between support columns giving it a clearance of 19’ 4”. Will a clearance of 17’ be sufficient for the loader vehicles described in scope section 1.1?
Government Response
17’ to 17’6” Clearance is not acceptable. Maintain current clearance height as required. Roof height , Roof lines and ground elevations may be adjusted. Design is up to the contractor, and as long as the needs of the Government are met, it is acceptable.
25
Reference
To match the existing grade, the north end of the new awning will be elevated approximately 24" from the existing grade. The existing site looks as though you have access from the front, back and side of the existing awning if required.
Questions/ Discussion
Is it required to re-profile the entire footprint of the new awning as to allow the potential for vehicle access along the entire east and north walls, or is it only required at the 50’ entrance on the east side of the new awning?
Government Response
At the North end of the Awning (the Curing area) use of the existing elevation and asphalt is desired. Footers and Footer height may be used to adjust elevation of the Awning. The Curing area awning height can be stepped down as long as height clearance is maintained for equipment access. Open access is desired for the East and West ends of the Curing Area. The Mixing area (the 50’ Opening) requires access at the East side of Awning. The West side of Mixing area may be open but there is no requirement for this area to be open. The North side of the Awning also has no requirement to be open. Likewise, we have no requirements for any sides to be closed.
26
Reference
The scope indicates that the design is to match the existing awning. Portions of the side walls of the existing awning have exterior metal sheeting.
Questions/ Discussion
Is there to be sheeting on the side walls of new awning except at the new 50’ entrance on the east side of the new awning?
Government Response
There is no requirement for any of the sides to have sheeting.

Issue
Include a list of assumptions used to develop concept(s), design drawings, material submittals, a progress schedule and a walk through of the development of performance period.
Questions/ Discussion
The above issue seems to state that we are only providing a list of assumptions incorporating the schedule. Based on this we assume that there is no requirement for a sample schedule to be submitted with the Price Proposal. Is this assumption correct?
Government Response
See Attachment 8, Paragraph 7.4.3 for the seed project proposal documents required.
