SCOPE
Project DEQ000878J Extend Compost Awning, Sequalitchew Training Area, Landfill No. 5 Building PO7601
1. GENERAL DESCRIPTION
This work is to extend existing steel structure to cover the mixing and curing areas at the compost site, to include Lights, Spray-on Insulation, remove existing French drain system. Project is to conform to Pierce County Health Department Solid Waste Handling Permit 27-021 and site operational plan. (See attachments)
: The following items are a brief summary of the project and are provided for the general nature of the work involved. The Contractor shall accomplish all items of work in accordance with the applicable drawings, specifications and provisions of the SABER contract.
1.1 Contractor shall extend the existing Steel Structure Clear Span Awning approximately 150’ (See Location Map) Design shall match existing structure. One section of awning shall have an entrance at the east end(Mixing Area) with a 50’ wide, open entrance and four sections( Curing Area) with a 25’ center to center openings and header height no lower than existing awning, for loader vehicle clearance. The east end of the building shall be considered the Front of Awning.
Design shall match existing.
1.2 Contractor shall demolish and remove existing French drain system at North end of new Awning. (See Location Map)
1.3 Contractor shall install an 8” Concrete floor under Awning in Mixing area only.
Concrete shall be sloped for drainage to the front sides of the Awning for compost run off.
1.4 Contractor shall provide and install floor drains at either side towards the front of Awning floor (Mixing Area) for collection of compost run off. Drains shall be tied into existing lift station.
1.5 Contractor shall provide and install vehicle protection Bollards at columns to match existing.
1.6 Contractor shall provide and install Overhead lighting in the Mixing area only to match existing.
1.7 Contractor shall provide and install Spray on insulation to match existing.
1.8 Contractor shall dispose of all excess asphalt and fill using Joint Base Lewis
McChord Earthworks eco-pit. Contact Rich Gillepie at 253-967-3803 for coordination.
1.9 Contractor shall obtain all required Fill and Base material from Joint Base Lewis McChord. Contact Rich Gillepie at 253-967-3803 for coordination.
2. CONTRACT CONSTRUCTION PERIOD
: Recommended contract period is 240 continuous calendar days.
2.1 The work site perimeter will be in use during construction.
2.2 The work site will not be in use during construction.
2.3 The work site is not within a controlled area.

2.4 Work area shall be clear of all composting materials. Ecology blocks shall be removed by customer.
2.5 All construction products and practices shall conform to Ft. Lewis design standards.
3. CONSTRUCTION PHASING
: The contractor shall notify the Government at least 7 calendar days prior to starting the on-site phase of the project. The following phasing related issues shall affect the work.
3.1 Interface with Others
: Government use of these facilities is anticipated while the work under this contract is being performed. The work shall be planned and accomplished so that there will be a minimum of interference and inconvenience to occupants in the building and vicinity.
3.1.1 Request and obtain hot work permit for welding and cutting operations through John Koerber, Fort Lewis Fire Prevention Office. Contact number is 253-966-7161. All hot work shall be done IAW NFPA 51B, OSHA 1910 series, and DOD requirements. To receive a “Hot Work” permit, a company representative shall attend a welding class conduct at Ft Lewis Fire Department. The company will be self permitting IAW NFPA 51B. All penetrations into walls, floors, ceilings, etc shall be filled with like material as per UFC 3-600-01
3.1.2 Request and obtain dig permit and road cuts through Public Works Digging Permit Desk, Bldg 2044, Door # 3, 253-967-5237; regular business hours are Monday-Friday, 7:30 – 15:30.
3.1.3 Any blockage of building exits, roads, or driveways must be coordinated in advance.
3.2 Work Hours:
Normal work hours are from 0730 to 1600, Monday through Friday except Federal Holidays. Contractor shall not be permitted to work other than normal work hours unless authorized by the Contracting Officer. The contractor may request base access through the Contracting Office.
3.3 Project Restrictions
3.3.1 All hazardous materials used should be authorized for use on Fort Lewis and coordinated with the Pollution Prevention Program (Bldg 1210, 966-6469) to ensure compliance with Army/Fort Lewis hazardous materials management requirements.
Pollution Prevention needs the product information in order to enter it in the contractor’s authorized use list (per Army policy) and perform required Federal reporting. For the same reason, copies of all hazardous material information (initial hazardous materials list, Material Safety Data Sheets, final hazardous material inventory on HFL Form 953) must be supplied to Pollution Prevention.
3.3.2 Concrete and cement are designated items under the EPA’s Comprehensive Procurement Guidelines (RCRA Section 6002, 40 CFR 247, FAR 23.4, EO 13423/PL

111-8, UFGS/Fort Lewis Design Standards 01 62 35, FAR 52.236-7). If concrete or cement is used, it should meet the recycled content requirements of the CPG unless it meets one of the exceptions allowed under the law (namely, if all compliant recycled content options are either unavailable, only available at an unreasonable cost, or do not meet the performance requirements of the project). If an exception is claimed, it should be documented in the contract file together with its basis and any supporting evidence.
Likewise, if the product specified is compliant, there should be a submittal requirement for verifying documentation (e.g., a manufacturer’s document stating the recycled content).
3.3.3 Insulation made of certain materials is a designated item under the EPA’s Comprehensive Procurement Guidelines (RCRA Section 6002, 40 CFR 247, FAR 23.4, EO 13423/PL 111-8, UFGS/Fort Lewis Design Standards 01 62 35, FAR 52.236-7). If such insulation is used, it should meet the recycled content requirements of the CPG unless it meets one of the exceptions allowed under the law (namely, if all compliant recycled content options are either unavailable, only available at an unreasonable cost, or do not meet the performance requirements of the project). If an exception is claimed, it should be documented in the contract file together with its basis and any supporting evidence. Likewise, if the product specified is compliant, there should be a submittal requirement for verifying documentation (e.g., a manufacturer’s document stating the recycled content).
3.4 Utility Outages: Work shall be scheduled so that such utility outages are minimized.
Any outages shall be coordinated with building’s users, FLPW Project Manager and/or FLPW Quality Assurance. A minimum of 14 calendar days is required for notification of utility outages.
3.4.1 Availability of Utilities: Subject to available supply, reasonable amounts of potable water and electricity will be furnished by the Government, without charge, to the contractor from existing outlets and supplies. Contractor shall reasonably conserve these resources. Contractor shall provide, at its expense, sanitary accommodations for the use of employees and shall comply with the requirements and regulations of the State Health Department, County Sanitarian, or other authorities having jurisdiction.

5. ASBESTOS AND LEAD PAINT
: Possible
5.1 ASBESTOS SURVEY: Inspections of pipe insulation shall be accomplished in accordance with the Asbestos Hazard Emergency Response Act (AHERA), Federal and

Local regulations. A Certified AHERA Asbestos Building Inspector shall perform all inspections. The inspection documentation shall comply with AHERA, Federal and Local regulations and shall include assessment of each asbestos containing material (ACM), its location, quantity, type, friability and percentage of asbestos.
5.2 LEAD PAINT SURVEY
: Inspections shall be accomplished in accordance with all Federal and Local regulations. A Certified Lead Paint Inspector shall perform the inspection. The inspection documentation shall comply with Federal and Local regulations and shall include identification of all lead paint, its location, quantity, percentage by weight and TCLP characteristics.
6. Task Order Procedures
: The Joint Base Lewis McChord SABER Office have identified this projects to the Contracting Officer who will in turn issue a Task Order Request for Proposal (TORFP) for this requirement.
6.1 Site Visit:
On receipt of the TORFP, the Contractor shall respond to the needs of the government by attending a scheduled site visit and any pre-proposal meeting deemed appropriate by the Contracting Officer to assure all parties agree on the Government’s intent and requirements as stated in the project scope of work. Site visits will include representatives of the Contractor, contracting, the end user or facility manager, and the SABER inspector at the proposed work site.
7. TORFP Requirements
: The TORFP shall include the appropriate documents necessary for the Contractor to provide a proposal in sufficient detail to permit validation of the proposed pricing and demonstrate the Contractor’s understanding of the Government’s requirement and intent. Information provided with the TORFP may include items such as those listed below or other documents as deemed appropriate by the Government to define the project requirement in sufficient detail for the Contractor, along with the site visit, to properly prepare proposal documents.

7.1 Time for Proposal
: Once the site visit is complete, the Contractor shall complete their proposal and return it to Contracting Officer by the suspense date reflected in the TORFP and solicitation FA4479-01-R-0002.
7.2 Pre-Priced Items
: The Contractor shall identify the pre-priced line items that address the requirement and quantities thereof. The Means appropriate database shall serve as the basis for establishing the value of work to be performed on a unit price basis. The Contractor shall then submit a proposal for accomplishment of the task, which shall include a print out from the cost estimating software and Excel spreadsheet (.xls) stating specific quantities. If the line item varies slightly from the description described in the Means, notes shall be added in the notes section of the printout to clarify the use of line items.
7.3 Non-Pre-Priced Items
: The Contractor shall submit three independent quotes for non-pre-priced items deemed necessary for the completion of work under a task order.
The estimate is then evaluated for completeness by SABER personnel. Non-pre-priced items to be included in an individual requirement must be presented by the Contractor in a proposal format comparable to those of pre-priced items. These non-pre-priced items shall not be multiplied by the coefficient for a total unit price; they shall be negotiated at full cost prices. The amount of non-pre-priced items will not exceed 15% of the overall project cost.
7.4 Proposal
: The Contractor's proposal must be supported by adequate documentation to demonstrate that thorough engineering and planning necessary to complete the task order have been accomplished. Examples of minimal documentation expected in the proposal include: AutoCAD drawings, calculations, catalog cuts, specifications, architectural renderings, etc. The Contractor will give the completed proposal to contracting who will then forward the proposal to the SABER inspector. Upon receipt of the Contractor's proposal, the government will accomplish a technical evaluation of the proposal. If the SABER inspector has questions about the Contractor's proposal, the contract administrator may call a fact-finding meeting in order to clarify government questions and misunderstandings in the proposal items.
7.4.1 Minimum Design
: Designs incidental to accomplishing the required tasks outlined in each delivery order. The extent of these designs will depend upon the complexity of each task. Under the scope of this contract, the complexity will not necessarily require the services of a registered architect or engineer. However, the Contractor shall provide sufficient design documentation to substantiate the proposed approach for the task. Also, designs shall clearly illustrate compliance with local, state, and federal building and construction codes.
7.4.2 Design Descriptions
: The Contractor shall not design more than 35% for the technical proposal. The 35% design criteria defined by the following:

7.4.2.1 35% Drawings
: Drawings from each applicable discipline in sufficient detail representative of a 35% Design. Drawings shall include the following architectural and engineering criteria as applicable to each Task Order:
7.4.2.1.1 Site Development Drawings
- Site Plan including building orientation, location of streets – existing and proposed, parking lot layouts, storm water management, utility services, paving, curbing, and walks. Indicate all Anti-Terrorism Force Protection standoff distances and building separation requirements as identified by UFC 4-010-01.
7.4.2.1.2 Architectural Drawings
- Floor Plans including all levels, equipment, special doors, and any other special design features.
- Enlarged Floor Plans as required to explain design solutions.
- Roof Plan including roof slope and drainage.
- Building Plan indicating story heights, structures, and general construction.
Typical Building plan shall include general construction materials and insulation.
- Exterior Elevations including material indications, doors, signage, etc.
- Finish Schedule.
- Details of Special Construction.
7.4.2.1.3 Structural Drawings
: Foundation and Framing Plans including typical foundations, floor and roof framing.
7.4.2.1.4 Plumbing Drawings
: Plumbing Plans, including plumbing fixtures, and piping systems for domestic cold water, domestic hot water, sanitary drain, waste and vent (DWV), and compressed air.
7.4.2.1.5 HVAC Drawings
: Not used in this task order.
7.4.2.1.6 Energy Management Systems (EMS) and Direct Digital Control (DDC) Drawings
: Location of all physical devices.
7.4.2.1.7 Fire Protection Drawings
7.4.2.1.8 Electrical Drawings
: Preliminary Electrical Plans including typical lighting and power layout(s), handicapped requirements, site & security lighting, service type, and size.
7.4.2.1.9 Tele-Communication Drawings
7.4.2.2 35% Specifications: 35% Specifications shall consist of Unified Facilities Guide Specifications (UFGS) with applicable sections selected from all engineering disciplines.

The CONTRACTOR shall provide to the Government an outline specification of intended sections to be used in this project.
7.4.3 Proposal Requirements
-Cost Proposal printed both from estimating software and converted to .xls (Excel).
: The Contractor shall prepare a proposal to include the following items as required by the individual project scope or statement of work and the
TORFP:
-Sketch/Drawings, elevations, sections, construction details, equipment layout, finish schedules in sufficient detail to validate the cost proposal.
-Calculations supporting equipment selections and/or design approach.
-Proposed UFGS requirements.
-Description of proposed work and basis of design.
-Material Submittal Requirements and Register.
-Performance Period Proposal with Work Timeline.
-Any other technical information or documentation necessary to indicate that adequate attention to all aspects of the intended work and planning and cost estimating to properly to accomplish the work was completed during proposal preparation.
7.4.3.1 Estimating Software:
Contractor shall utilize construction estimating software to conduct Cost Proposal. Software shall be disclosed to government for approval. Software shall allow for printing reports and export of files to Excel (.xls).
7.4.4 Negotiation
: As deemed appropriate by the Contracting Officer, discussions (negotiations) will be conducted to resolve differences between the Government estimate and the Contractor’s cost proposal, negotiate the period of performance and resolve any other issues relating to the intent or cost of the project.
7.4.5 Issue of Task Order
: Upon completing negotiations or Government acceptance of the Contractor’s cost and performance period proposal, the Contracting Officer will issue a Task Order to the Contractor to have the project work complete. The task order will incorporate the result of any negotiations and supporting documentation for the TORFP in the contractual requirements.
7.4.6 Pre-Construction Meeting
: The Contractor, subcontractors, contracting, SABER inspector, building manager, and other interested base officials (i.e. Safety, Security Forces, and interested Facility repair shops) will attend a pre-construction meeting to discuss specific issues for each task order and project.
