About this opportunity
The Federal Highway Administration's Western Federal Lands Highway Division is seeking a contractor to replace an existing HVAC roof top unit (RTU #12) with ancillary installation services at their facility in Vancouver, Washington. The procurement requires installation of a high-efficiency gas heat/electric cooling packaged roof top unit that meets specific technical specifications including EPA-compliant R-410A refrigerant, ENERGY STAR certification, multiple stage cooling and heating capabilities, and includes a Honeywell Vision Pro 8000 commercial-grade programmable thermostat. The contractor must complete installation, startup testing, provide operation and maintenance manuals, and demonstrate at least five years of relevant experience in similar HVAC installations. The government will evaluate quotations using a Lowest Price Technically Acceptable (LPTA) methodology, considering factors including price, technical compliance, relevant experience, and past performance. The solicitation was originally posted on July 2, 2025, with technical questions due by July 28, 2025, and final quotations due by July 30, 2025.
This procurement is designated as a total small business set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with an industry size standard of $19 million. No current incumbent contractor is identified in the solicitation documents, and the government has declined to disclose the Independent Government Estimate, instructing vendors to quote accordingly. The contract will be awarded as a Firm Fixed Price arrangement with a performance period of 120 calendar days from order receipt. The work will be performed at the FHWA-WFLHD compound in Vancouver, Washington, and contractors must be registered and active in the SAM.gov database prior to submitting quotations. The solicitation has been amended three times to clarify experience requirements, extend the due date, add facility images, and include insurance requirements and wage determination specifications.
