About this opportunity
The National Weather Service within NOAA, part of the Department of Commerce, seeks HVAC unit replacement at three NEXRAD radar sites in Battle Mountain, Nevada; Phoenix/Mesa, Arizona; and Flagstaff, Arizona, with quotations due November 20, 2026 at 2:00 PM Pacific Time. The procurement is a Total Small Business set-aside under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a $19.0 million size standard, and award goes to the lowest-priced, technically acceptable quote under LPTA evaluation.
The government estimates total procurement value between $52,800 and $72,800 across three firm-fixed-price CLINs (0001-0003), one per radar site. Scope is removal and replacement of two existing units per site. The SOW specifies 5-ton wall-mounted units from Bard or name-brand equivalents, with 11.0 EER, ECM fan motors, scroll compressors, and economizer control, sized to existing cast-in-place concrete openings. Each site also requires a Bard MC 4002 Lead/Lag controller or equivalent, with Compressor 1 Fail, Compressor 2 Fail, and Dirty Filter alarms integrated into the NEXRAD alarm system.
Quoters must demonstrate two completed commercial HVAC installation projects from the past three years. Work must commence within 10 business days of award, with on-site completion within 90 calendar days of Notice to Proceed and overall completion within 240 days of award. The contract is subject to Davis-Bacon Act wage requirements, and the file set includes location-specific wage determinations (AZ20260039, AZ20260043, and NV20260086). A performance bond or irrevocable letter of credit for 100% of contract price is due within 10 days of award. Personnel must be legal U.S. citizens or immigrants and comply with REAL ID requirements as of January 1, 2026.
Questions are due November 6, 2026 at 2:00 PM Pacific Time. A site visit is highly encouraged on November 2, 2026, with separate times for each location. Technical and price quotes must be submitted separately in Adobe PDF to jack.huckleby@noaa.gov and jenna.taulman@noaa.gov, and quotes remain valid for 90 days from submission. The technical point of contact is Mike Kent at (805) 885-0645 or mike.kent@noaa.gov.
