About this file

This document is a Vendor Questions and Answers (Q&A) file for a federal solicitation for an HVAC Roof Top Unit (RTU) replacement project. The solicitation (No. 69056725Q000032) seeks a small business contractor to replace an existing HVAC roof top unit with ancillary installation services at the Federal Highway Administration's Western Federal Lands Highway Division facility in Vancouver, Washington. Key details include a Lowest Price Technically Acceptable (LPTA) evaluation method, a total small business set-aside under NAICS code 238220, and a 120-calendar day performance period. The Q&A document addresses vendor inquiries about project requirements, including past performance eligibility, experience requirements (reduced from 10 to 5 years through Amendment 0001), bid bond requirements (not required), and upcoming amendments addressing site visit mandates and insurance requirements. The government will not disclose the Independent Government Estimate, instructing vendors to quote accordingly, with technical questions due by July 28, 2025, and quotes due by July 30, 2025.
