About this opportunity
The Bureau of Reclamation seeks elevator maintenance, inspection, and repair services at Hungry Horse Dam and Powerplant near Hungry Horse, Montana, with proposals due June 22, 2026. The procurement is designated a women-owned small business (WOSB) set-aside.
Place of performance is Hungry Horse, Montana. The contract covers three elevators—Control Bay Elevator (third to seventh floor), Block 14 Elevator (fifth floor to dam roadway), and Block 19 Elevator (fourth floor to dam roadway)—all traction-type, 10,000-pound capacity units. Two are 1940s-era OTIS DC motors with MCE controllers upgraded in the 1990s; one has a newer AC motor system with frequency drive.
The period of performance is August 1, 2026, through July 31, 2031 (one base year plus four option years). Services include Category 1 annual inspections, Category 5 inspections in Option Year 2, monthly preventative maintenance, and time-and-materials repairs. All work must comply with ASME A17.1-2019, ASME A17.2-2023, ASME A17.3-2023, OSHA 1917.116, and Reclamation Safety & Health Standards 2024. A Qualified Elevator Inspector (QEI) is required for all inspections. Contractors must provide certified elevator technicians, technical capability narratives, and three years of past performance references. Emergency callout repairs require onsite response within seven days or less.
The pricing structure includes firm fixed-price line items for inspections and preventative maintenance, plus time-and-materials repair labor and materials with ceiling prices. Labor ceiling ranges from $52,000 in the base year to $57,426 in Option Year 4; materials ceiling is $15,000 annually. Contractors must submit fixed hourly rates for T&M work.
Prevailing wage applies under Service Contract Labor Standards (Wage Determination 1985-1233, Revision 53): Elevator Repairers earn $70.47 hourly plus fringe benefits; Executive Order 14026 minimum wage is $15.00 per hour.
