About this opportunity

The U.S. Geological Survey (USGS) is seeking a contractor to perform comprehensive haulout, inspection, maintenance, and repair services for the Research Vessel Kiyi, a 107-foot steel research vessel used for Great Lakes fisheries research and home-ported in Ashland, Wisconsin. The solicitation encompasses extensive marine maintenance services including hull pressure washing, visual inspections, underwater coating renewal, propeller and shaft inspections, generator overhaul, installation of emergency steering systems, crane servicing, and various optional modifications such as Starlink antenna installation and shaft seal replacements. The work must be performed at a shipyard facility located on one of the Great Lakes (Superior, Michigan, Huron, or Erie) and requires compliance with American Bureau of Shipping (ABS) standards and Federal Acquisition Regulation (FAR) Part 12 commercial item acquisition policies. The government will evaluate proposals based on technical approach, experience, past performance, and price, with the first three factors being equally weighted and collectively considered significantly more important than price. The proposal submission deadline is July 18, 2025, at 5:00 PM EDT, with all submissions directed to Contracting Officer Mary (Beth) Wilson at bwilson@usgs.gov.

This procurement is designated as a total small business set-aside under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees. The solicitation does not identify any incumbent contractors or provide specific award values, though it includes a comprehensive schedule of work items with over 30 specific maintenance tasks ranging from basic hauling and launching to specialized equipment installations and system overhauls. The vessel is scheduled to be available for delivery to the contractor's facility in mid-October 2025, with the period of performance extending from October 1, 2025, to May 1, 2026, requiring all work to be completed by the contract end date. The government reserves the right to select and fund specific work items at contract award and may order additional work items within 30 days after the vessel arrives at the shipyard. Multiple site visits have been scheduled, including opportunities on June 30 and July 2, 2025, to allow potential contractors to inspect the vessel and assess the scope of work required.
