About this file

This document is an ABS Global Engineering Stability Letter dated 23 July 2021 for the research vessel "KIYI" (IMO No.: 9219812), owned by Patti Marine Enterprises. The letter details comprehensive stability requirements and operating restrictions for the vessel's operation on the Great Lakes, based on a deadweight survey conducted on 23 June 2021 in Cleveland, OH.

Key operating restrictions include: a maximum of 16 workers permitted, maintaining a specific freeboard and draft, strict tank management protocols, deck cargo limitations (not exceeding 6 feet in height), permitted lifting operations using an Alaska Marine knuckle-boom crane with a 4,500 lbs maximum hook load, prohibition on towing, and requirements to keep hull openings closed during rough weather. The vessel's lightship characteristics are precisely documented, with a weight of 268.53 Long Tons, vertical center of gravity at 12.93 feet above baseline, and specific longitudinal and transverse center of gravity positions. Any alterations to the vessel's configuration require prior authorization from the Officer in Charge, Marine Inspection (OCMI) or ABS.

Navigation and Vessel Inspection Circular (NVIC) 3-97

46 CFR Part 45 - Great Lakes Load Lines

Please note our review is based on the following conditions:

1. This review was performed due to repower and midlife refit.

2. The vessel is limited to a molded draft to the summer load line of 8’-10-11/16” (9’-

0-13/16” baseline), corresponding to a 1973 Great Lakes Type “B-Increased” vessel freeboard of 2’-10-11/16”, pursuant to Part 45 of 46 CFR.

3. The vessel is to be loaded in accordance with the operating restrictions contained in the attached stability letter. It is the owner’s responsibility to ensure that a copy of this letter, along with the load line certificate, is posted under glass or other transparent material in the pilothouse so that all pages are visible for the guidance of the Master.

4. It is the Master’s responsibility to verify the vessel’s stability during loading and liquid transfer operations, ballasting and deballasting and ballast water exchange conditions.

5. ABS is not responsible for the operation of the vessel. It is the Owner’s responsibility to provide training, supervision, and guidance to ensure that the vessel is operated within the limits of applicable Regulations.

6. The following statement shall be placed on the face of the Load Line certificate:

“This certificate is valid only so long as the operating restrictions in the vessel’s stability letter, issued by ABS and dated 23 July 2021, are observed.”

Please refer to the attached list of comments associated with this review.

STABILITY LETTER

23 July 2021

Master, “KIYI” IMO No.: 9219812 Patti Marine Enterprises, Hull: 589 107’-0” x 27’-0” x 11’-11-1/2” Uninspected Research Vessel [U]

You are responsible for maintaining this vessel in a satisfactory stability condition at all times and for following the instructions and precautions listed below. All log entries required by 46 CFR

97.35 shall be made prior to getting underway for each voyage.

A deadweight survey, witnessed by the American Bureau of Shipping (ABS) on behalf of the U.S. Coast Guard was conducted on “KIYI” IMO No.: 9219812, on 23 June 2021, in Cleveland, OH. On the basis of that survey and conservatively estimated VCG, stability calculations have been performed. Results indicate that the stability of the “KIYI” IMO No.: 9219812 as presently outfitted and equipped, is satisfactory for operation on the Great Lakes, provided that the following restrictions are observed.

OPERATING RESTRICTIONS

1. ROUTE: Operation on the Great Lakes is permitted.

2. PERSONNEL: A maximum of 16 workers may be carried on domestic voyages.

Since the personnel capacity is based upon other considerations in addition to stability, you are cautioned that the number of persons carried may be further limited to that specified on the Certificate of Inspection.

3. FREEBOARD AND DRAFT: A freeboard of at least 2’-10-11/16” from the main deck measured at amidships, which is located 11-1/2” Aft of Frame 24, must be maintained.

This corresponds to a molded draft of 8’-10-11/16” (9’-0-13/16” baseline) measured at amidships. Trim and heel shall be minimized.

4. WEIGHT CHANGES: This stability letter has been issued based upon the following lightship characteristics:

Weight: 268.53 Long Tons VCG: 12.93 Feet above Baseline LCG: 43.90 Feet aft of FP (3’-4” aft of Fr. 0) TCG: 0.02 Feet port of CL

The vessel is not fitted with permanent ballast. Any alteration resulting in a change in these parameters will invalidate this stability letter. No fixed ballast or other such weights shall be added, removed and/or relocated without prior authorization and supervision of the cognizant Officer in Charge, Marine Inspection (OCMI) or ABS.

5. TANKS:

a. No more than one centerline tank or pair of port and starboard tank may be partially filled at one time for each tank category.

b. Any cross-connections between port and starboard tank pairs shall be kept closed at all times when underway.

6. DECK CARGO: Deck cargo may be carried in accordance with the attached loading diagram, bearing ABS approval stamp dated 23 July 2021. The height of the deck cargo shall not exceed 6 feet above the main deck, the VCG of the cargo shall not exceed 3 feet above the main deck. In order to use these diagrams, you should maintain up-to-date tank loading information onboard. Cargo must be positively secured against shifting prior to leaving protected waters.

7. LIFTING: Lifting operations are permitted using the onboard Alaska Marine knuckle-boom crane per the manufacture's load chart with a maximum hook load of 4500 lbs.

8. TOWING: The vessel is not authorized to engage in towing operations.

9. HULL OPENINGS: Any openings that could allow water to enter into the hull or superstructure should be kept closed when rough weather or sea conditions exist or are anticipated. All internal watertight doors shall be kept closed except when actually used for passage.

10. BILGES & VOID: The vessel’s bilges and voids shall be kept pumped to minimum content at all times consistent with pollution prevention requirements.

11. LIST: Every effort shall be made to determine the cause of any list of the vessel before corrective action is taken.

12. WATERTIGHT BULKHEADS: No watertight bulkheads may be removed or altered without the authorization and supervision of the cognizant Officer in Charge, Marine Inspection (OCMI) or ABS.

13. FREEING PORTS: Deck freeing ports shall be maintained operable and completely unobstructed at all times.

This stability letter, along with the Load Line Certificate, shall be posted under glass or other suitable transparent material in the pilothouse of the vessel so that all pages are visible, including the loading diagram. It supersedes any stability information previously issued to the vessel.

Very truly yours, Joshua Divin Vice President of Engineering
