About this file

This is a comprehensive Stability Analysis report for the Research Vessel (R/V) Kiyi, a fisheries research vessel operated by the US Geological Survey that conducts research on the Great Lakes. The detailed technical document, prepared by JMS Naval Architects & Salvage Engineers on July 22, 2021, evaluates the vessel's stability characteristics following a repower and midlife refit, analyzing eleven different loading conditions to ensure compliance with US Coast Guard stability requirements. The analysis examined various scenarios including normal full load, half load, return condition, and multiple configurations with different tank levels and deck cargo weights.

The stability report thoroughly assessed the vessel's performance across multiple criteria, including weather criteria, righting energy requirements, and lifting capabilities. Key findings indicate that the R/V Kiyi meets all required stability standards across different loading conditions, with specific attention to metacentric height, righting arm characteristics, and maximum allowable heeling moments. The analysis revealed that deck cargo capacity is limited and depends on the below-deck tonnage, with a maximum deck cargo weight of 12 long tons when specific tank conditions are met. The vessel's stability was evaluated using computer modeling, weight change calculations, and a comprehensive deadweight survey conducted on June 23, 2021.

JMS Naval Architects & Salvage Engineers 1 July 22, 2021 Report: 20-127-03 Revision: 1

EXECUTIVE SUMMARY

At the request of the owner, United States Geological Survey, JMS conducted calculations for the KIYI to update the vessel’s stability characteristics following a repower and midlife refit. The KIYI is a fisheries research vessel operating on the Great Lakes with a Great Lakes Load Line.

A computer model of the vessel was created using offsets and a lines plan. A summary of the computer model can be found in Appendix A. Weight change calculations and a deadweight survey were conducted by JMS on June 23, 2021 to determine the current lightship weight and center. The results of the stability test are detailed in JMS Report 20-127-01.

JMS developed a series of load cases to evaluate the stability of the vessel under various rank conditions and with deck cargo being carried. Three “normal” load cases were developed for analysis and are Normal Full Load, Normal Half Load, and Normal Return Condition. Additional load cases were developed in accordance with the guidance provided in the SNAME paper “A Simplified Stability Letter for Offshore Supply Vessels” by Meyer and Feeney. These cases were analyzed and compared to the following USCG requirements:

• 46 CFR § 170.170 (Weather Criteria),

• 46 CFR § 170.173 (Righting Energy Criteria),

• 46 CFR § 173.005 (Lifting), A detailed description of the load cases can be found in the “Description of Load Cases” section of this report and in Appendix B.

The weight change calculations show an increase in lightship displacement and an increase in the lightship VCG. Due to this, the amount of deck cargo that can be carried has been reduced in both total weight permitted, and the allowable VCG above the deck. Deck cargo was evaluated when being carried at a cargo VCG of 3 ft above the main deck, and is limited to quantities shown in the loading diagram in Appendix F.

The analysis shows that the vessel meets all weather criteria requirements (46 CFR § 170.170) for exposed waters and righting-energy requirements (46 CFR § 170.173 part b) for all load cases.

The vessel meets all intact stability requirements for the load cases as described in the following sections. A summary of the results can be found in the “Results” section of this report. HECSALV results and supporting calculations are detailed in the Appendices.

APPLICABLE STANDARDS & CALCULATION METHODS

In accordance with the USCG MSC Plan Review Guidance for OSVs, the vessel stability was analyzed based on the following criteria:

• 46 CFR § 170.170 (Weather Criteria),

• 46 CFR § 170.173 (Righting Energy Criteria),

• 46 CFR § 173.005 (Lifting), § 170.170 (a) Weather Criteria

The vessel must be shown to have a GM greater than the following:

GM > PAH _

W tan (T)

Where: P = 0.005 + (L / 14,200)2 long tons/ft2 for service on exposed waters

L = LBP

A = projected lateral area in m2 of the vessel above the waterline H = the vertical distance from the center of A to the center of the underwater projected lateral area.

W = displacement T = the lesser of 14 degrees heel or the angle of heel to the deck edge.

§ 170.173 (b) Righting Energy Criteria

(1) An initial metacentric height (GM) of at least 0.49 ft (0.15 meters);

(2) A righting arm (GZ) of at least 0.66 feet (0.20 meters) at an angle of heel equal to or greater than 30 degrees;

(3) A maximum righting arm that occurs at an angle of heel not less than 25 degrees;

(4) An area under each righting arm curve of at least 10.3 foot-degrees (3.15 meter-degrees) up to an angle of heel of 30 degrees;

(5) An area under each righting arm curve of at least 16.9 foot-degrees (5.15 meter-degrees) up to an angle of heel of 40 degrees or the downflooding angle, whichever is less; and

(6) An area under each righting arm curve between the angles of 30 degrees and 40 degrees, or between 30 degrees and the downflooding angle if this angle is less than 40 degrees, of not less than 5.6 foot-degrees (1.72 meter-degrees).

§ 173.005 Subpart B- Lifting, Specific Applicability

This subpart applies to each vessel that—

(a) equipped to lift cargo or other objects; and

(b) have a maximum heeling moment due to the hook load greater than or equal to

0.67*(W)*(GM)*(F/B)

Where;

W = Displacement of the vessel with the hook load included GM = Metacentric height with the hook load included F = Freeboard to the deck edge amidships B = Beam

§ 173.007 Location of the hook load.

When doing the calculations required in this subpart, the hook load must be considered to be located at the head of the crane.

§ 173.010 Definitions.

As used in this part—

(a) Hook load means the weight of the object lifted by the crane.

(b) Crane radius means the distance illustrated in Figure 173.010.

ASSUMPTIONS

Weather and Righting Energy calculations assume all watertight closures are closed. All doors into the deckhouse at the main deck are watertight. All tank vents are equipped with ball check valves.

There is one unprotected downflooding point on the Main Deck for the engine room air intake. These are located as follows.

(ft- aft of FP) Y

(ft- off CL) Z

(ft- above BL)

Aft Main Deck Bulkhead Fr 28, Engine Room Intake

In all load cases (except Condition 0) the maximum free surface moment of 72.5 ft-LT has been included in the analysis. This free surface moment corresponds to the cumulative moment generated by the largest pair of tanks or centerline tank for each consumable, including ballast. In the event a loading case did not generate sufficient moment to achieve this maximum, a miscellaneous free surface moment was added in the loading summary.

The resultant total free surface, corrected for liquid density is 2,599 ft4. This is then converted to a free surface moment by multiplying the density of water, 0.02787 LT/ft3. The resultant free surface moment is 72.5 ft-LT.

DESCRIPTION OF LOAD CASES

Eleven load cases were developed and analyzed and are summarized below.

The normal load conditions represent typical operating conditions based on discussions with the crew. The Full load includes the aft four ballast tanks pressed up, and the fuel, potable water, and flushing water tanks filled. Lube oil and hydraulic oil are at nominal operating levels. The half load reflects a condition where fuel, potable and flushing water have been used to a 50% capacity, S e e A

U L -2

JMS Naval Architects & Salvage Engineers 4 July 22, 2021 Report: 20-127-03 Revision: 1 and the black and grey water tanks increased in capacity corresponding reflecting holding capacity being used. The Return condition further reduces fuel, potable and flushing and increases volumes in the holding tanks. Normal operations reflect a 5 LT deck cargo.

The remaining load cases were developed in accordance with “A Simplified Stability Letter for Offshore Supply Vessels” by Meyer and Feeney and reflect worst case conditions of loading with a combination of below deck tankage and above deck cargo. Tanks were filled in order from highest to lowest VCG so that the under-deck tonnage reflects the highest VCG condition for any given load condition. The deck cargo was then applied at 3 ft above the main deck, with total weight corresponding to the maximum cargo that can be carried and still meet the stability criteria.

Condition 2 deviates from Meyer and Feeney in that tanks reflect a “Burned Out” condition of 10% of each consumable in the highest VCG tank.

Each load case has a free surface correction applied per 46 CFR § 170.285. See Appendix B for further load case details.

Lifting- A-frame The A-frame loads were analyzed in accordance with modified criteria similar to 46 CFR 173, Subpart B- Lifting for each load case. The criteria was modified to look at the longitudinal stability when lifting over the stern as the A-frame does not generate a heeling moment. The hook loads do not induce a trimming moment greater than that determined in § 173.005 (b) (modified) and, therefore, the righting energy requirements are not applicable. Detailed calculations are found in Appendix E. The following is the load chart for the A-frame

ALLOWABLE LOADING CONDITIONS

The vessel loading diagram was developed in accordance with the SNAME paper “A Simplified Stability Letter for Offshore Supply Vessels”, by Meyer and Feeney. Loading conditions were analyzed with an evenly distributed deck cargo VCG of 3 ft above the deck and a loading diagram prepared based on those results. See Appendix F for the loading diagram.

It was found that deck cargo can not be carried when the below deck tonnage is less than 44 LT.
