About this opportunity
The General Services Administration, Public Buildings Service seeks lease acquisition and related real estate services across three geographic zones nationwide through a multiple award IDIQ contract, with proposals due September 29, 2026. This is a partially reserved small business procurement under solicitation 47PH5326R0017, with six anticipated awards (two per zone) and no direct government funding—contractors receive compensation solely through negotiated real estate commissions paid by building lessors.
Place of performance is nationwide across three zones: Zone 1 covers the mid-Atlantic and Carolinas; Zone 2 covers the Northeast, Southeast, and South; Zone 3 covers the Midwest, West, and territories including Alaska, Hawaii, and Guam. The five-year contract period runs January 15, 2027 through January 14, 2032. Each contractor is limited to a single award across all zones and receives a guaranteed minimum of $250,000 in total commissions over the contract term; GSA will make make-good payments if actual commissions fall short.
Contractors must deliver six service modules: Lease Acquisition (Module 1), Programming and Lease Acquisition (Module 2), Occupancy Services with post-award construction oversight (Module 3), Deluxe Acquisition Services (Module 4), Lease Extension (Module 5), and Lease Renewal (Module 6). Commissions are calculated as a percentage of aggregate lease value for the firm lease term (typically three to ten years), with 100 percent payment at lease award for Modules 1, 2, 5, and 6, and 50 percent at award with 50 percent at occupancy for Modules 3 and 4. For Modules 3 and 4, contractors must perform on-site construction progress inspections ranging from two inspections for projects under 10,000 square feet to unlimited inspections (twice monthly) for projects exceeding 100,001 square feet or prospectus-level leases.
Key personnel must include a Post Award Manager, Zonal Program Manager, and Transaction Manager. The Zonal Program Manager requires a 2-4 year college degree, five years of experience including two years in leadership or project management and three years in commercial or government real estate. The Transaction Manager must hold a 2-4 year college degree with state/local broker licensure, five years of commercial real estate experience including at least one year of government real estate within the past ten years. The Post Award Manager must hold a 2-4 year college degree with three years of support experience in requirements development or post-award buildout within the past ten years. All key personnel must complete mandatory training including Lease Acquisition Training, Pricing in Leased Space Training, and GLS Max Orientation; Transaction Managers require additional training in Federal Real Property, Lease Law, Cost and Price Analysis, Negotiating Techniques, and Market Survey. Online university training is required annually.
Offerors must document 65 qualifying commercial broker service projects (tenant or owner representation) completed within the past five years, organized by Transaction Manager and submitted via updated RFP Attachment 3. Three selected complex projects require detailed narratives (6,000 characters each) describing situation, challenges, resolution strategies, and results. Historical data indicates Zone 1 averaged 119 task orders annually with 32 percent of total broker commissions; Zone 2 averaged 199 task orders with 37 percent of commissions; Zone 3 averaged 235 task orders with 31 percent of commissions. Projected FY27-FY30 data shows inventory distribution at 15 percent (Zone 1), 34 percent (Zone 2), and 51 percent (Zone 3).
Pricing proposals must be submitted via RFP Attachment 1 (Pricing Worksheet) with ceiling market commission percentages for each zone, service module, and contract year, differentiated by transaction value threshold (at or below the $350,000 Simplified Acquisition Threshold versus above). Contractors must complete specified blocks on SF 33 and comply with GSA leasing policies, use G-REX and Kahua systems for lease file management, maintain required security certifications, and adhere to conflict-of-interest requirements. Non-small business offerors must submit a subcontracting plan per FAR 52.219-9. Performance is evaluated annually via the Contractor Performance Assessment Reports System based on quality, schedule/timeliness, cost control, and management factors. NAICS code is 531210 (Offices of Real Estate Agents and Brokers); PSC code is R402 (Support-Professional: Real Estate Brokerage). Six amendments have been issued, with Amendment 0006 (September 16) incorporating Questions and Answers version 4 and updating Factor 2 and Factor 3 evaluation standards; Amendment 0005 (September 11) extended the deadline from September 15 to September 29.
