About this opportunity

The General Services Administration (GSA), Public Buildings Service (PBS), is conducting an Industry Day and Preproposal Conference on August 13, 2026, for the GLS Max Multiple-Award IDIQ contract supporting nationwide lease acquisition and real estate services; registration closes August 5, 2026, at 5 p.m. EDT. The procurement is partially set-aside for small business. GSA intends to award up to six MA IDIQ contracts—two per zone across three geographic zones—with each contractor limited to a single award. The contract is no-cost to GSA; contractors receive compensation exclusively through negotiated real estate commissions paid by lessors, with a minimum guarantee of $250,000 and estimated maximum of $300 million in total commissions per zone over the five-year performance period. Contractors will provide six modular service offerings: Lease Acquisition (new, replacing, superseding, Census, or disaster); Programming and Lease Acquisition; Lease Acquisition with Post-Award Services; Deluxe Acquisition Services (programming, lease acquisition, and post-award); Lease Extension; and Lease Renewal. Eligible contractors must hold three years of commercial real estate experience, demonstrate capability to manage at least 65 lease transactions over three years, and hold appropriate state licensure. Technical proposals will be scored on management plan quality (30%), firm experience (25%), past performance (25%), and small business socioeconomic status (20%), with price evaluated separately. The conference is located at the Department of the Interior Building, 1849 C Street N.W., Washington, DC, beginning at 1 p.m. EDT; attendees should arrive 45 minutes to one hour early for security processing.
