About this file
This is RFP Attachment 4 detailing the historical zonal leasing data and geographic organization for the GSA GLS Max contract.
The document establishes three GLS Max Zones aligned with seven PBS Zones while clustering contiguous states to optimize staffing, travel efficiency, and time zone coverage for broker firms. Zone 1 (Orange) encompasses six states and the District of Columbia in the Mid-Atlantic and Carolinas region, including Maryland, Virginia, West Virginia, North Carolina, South Carolina, and the District of Columbia. Zone 2 (White) covers PBS Zones 2, 3, and 6, spanning 18 jurisdictions across the Northeast, Southeast, and South including Connecticut, Delaware, Florida, Georgia, Maine, Massachusetts, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Alabama, Louisiana, Mississippi, Texas, Virgin Islands, and Puerto Rico. Zone 3 (Blue) encompasses PBS Zones 4, 5, and 7, covering 33 states and territories in the Midwest, West, and Mountain regions from California to Wisconsin, including Alaska, Hawaii, and Guam.
Historical data from FY22-FY24 indicates GSA issued broker task orders for approximately 22 percent of active projects. Zone 1 averaged 119 task orders annually with 32 percent of total broker commissions on 15 percent of expiring lease inventory. Zone 2 averaged 199 task orders with 37 percent of commissions on 34 percent of inventory. Zone 3 averaged 235 task orders with 31 percent of commissions on 51 percent of inventory. Projected FY27-FY30 data shows Zone 1 at 15 percent, Zone 2 at 34 percent, and Zone 3 at 51 percent of expiring lease inventory. The zone structure provides equitable distribution of broker commissions across all three zones despite significant variation in expiring leases and task orders issued.

The following historical data and future projections are provided to assist with workload and commission projections. Please refer to the contract for Minimum and Maximum Quantities.
The historical data below represents actual data from three (3) Fiscal Years (FY), FY22-FY24.
Data from FY25 was excluded as no task orders were issued for the majority of the year and data from FY26 is not complete. The projected data shown below is taken from FY27-FY30, which will be the first four (4) years of the GLS Max contract. Projections after FY31 were not included as the data is less reliable that far into the future.
Although the number of expiring leases and task orders issued significantly varies across zones, the proposed Zones provide an equitable distribution of broker commissions across all three zones.
Note: In FY22-FY24, GSA issued broker task orders for approximately 22% of active projects.
