About this file
This is a Questions and Answers document for the GLS MAX RFP (Solicitation Number 47PH5326R0017). The document clarifies four key issues identified in the solicitation.
The first clarification addresses the past performance reference submission deadline, which was originally listed as August 25, 2025. GSA corrected this to the solicitation closing date when proposals are due. The second clarification confirms that solicitation questions are due August 24, 2026, with GSA anticipating responses on or around September 4, 2026, prior to the September 15, 2026 proposal submission deadline. The third clarification addresses small business set-aside status, confirming that this is a partial small business reserve (not a full set-aside) with at least one of the six anticipated contracts reserved for award to a small business entity, and adding clause 52.219-31 to the RFP. The fourth clarification resolves ambiguity in commission tier definitions by establishing that "at or below SAT threshold" constitutes the lower tier and "above SAT" constitutes the higher tier, eliminating any gap in the pricing structure.

Questions and Answers - 1
1. Section L.5.3, Factor 3: Past Performance, page 61. The reference submission deadline reads "4:00 PM Eastern Time, Monday, 25 August 2025." That date has passed. August 25, 2026 falls on a Tuesday. Please confirm the intended date and time by which references must reach GSA.
a. The intended date is the closing date of the solicitation, when proposals are due. GSA hereby updates the Request for Proposal (RFP) with this information.
2. Question Response Date – Section L.5.2, Page 59: Section L.5.2 states that solicitation questions are due August 24, 2026 and that GSA will make every effort to respond no later than November 13, 2026. The proposal submission deadline is September 15, 2026. Please confirm the intended date by which GSA anticipates issuing responses to solicitation questions.
a. The due date for questions is correct. The due date for proposal submission is correct.
However, GSA hereby removes “and that GSA will make every effort to respond no later than November 13, 2026”. GSA anticipates a response date to all questions that GSA will answer on or around September 4th, 2026.
3. Small Business Set-Aside Status – Section B.2, Page 7: The SAM.gov notice identifies this acquisition as a “Partial Small Business Set-Aside (FAR 19.5)” and states that the acquisition is partially set aside for small business. However, Section B.2 of the RFP, page 7, states that “this procurement has not been set aside for small businesses.” Please clarify the controlling small-business set-aside status of the procurement and, if this is a partial small-business set-aside, identify the portion, zone(s), or anticipated award(s) subject to the set-aside.
a. This is in error and hereby corrected in the RFP. This has been partially reserved for small business. At least one of the six contracts will be awarded to a small business. See added paragraph to Section M.1. “Partial Small Business Reserve Award Process”. Also see added clause 52.219-31 which also hereby updates any references to the term “set-aside” to the term “reserve”.
4. Section L.5.4, Price Proposal, paragraph b.ii, page 62, defines the two commission tiers as "less than $350,000.00" and "$350,001.00 or greater." Section M.3, page 70, defines the same tiers as below and above the Simplified Acquisition Threshold. Please confirm which definition governs.
As written, values between $350,000.00 and $350,001.00 fall into neither tier.
a. GSA hereby clarifies at or below SAT threshold is below SAT and above SAT is greater than SAT. The RFP has been updated with this information.
