About this opportunity

The Department of the Air Force Air Mobility Command, through the 375th Contracting Squadron at Scott Air Force Base, Illinois, seeks full-service maintenance, repair, testing, and inspection of 31–34 vertical transportation equipment (VTE) units across the installation, with proposals due July 28, 2026 at 9:00 AM CST. This procurement is a 100% Total Small Business Set-Aside under NAICS 238290 with a $22.0 million size standard.

Place of performance is Scott Air Force Base, Illinois (South Drive, Scott AFB, IL 62225). The contract vehicle is a Requirements Contract with a five-year ordering period (October 1, 2026 through September 30, 2031), followed immediately by issuance of an initial Firm-Fixed-Price Task Order covering a Base Year plus four 12-month Option Years for routine maintenance, repair, and inspections. Over-and-above repairs and reimbursable parts are executed via separate as-needed FFP Task Orders.

The scope encompasses monthly preventive maintenance, routine and emergency repairs, and mandatory safety testing (annual inspections and five-year certifications for traction elevators) in strict compliance with ASME A17.1-2022 and Illinois state requirements. All pricing must be inclusive of labor, specialized tools, diagnostic equipment, materials, and transportation. The contractor must maintain a minimum 98% overall VTE availability rate (no single unit below 85% during any 30-day period), respond to routine service calls within 24 hours, on-duty emergency calls within 2 hours, and off-duty emergency calls within 3 hours. Preventive maintenance is performed at contractor expense; reimbursable parts exceeding $500 require Contracting Officer Representative approval, and parts over $2,500 require competitive pricing documentation.

Evaluation follows sequential best-value tradeoff methodology: Phase 1 assesses Technical Acceptability on an Acceptable/Unacceptable basis; Phase 2 evaluates Past Performance (recency, relevancy, and quality) for technically acceptable offerors; Phase 3 evaluates Price (reasonableness, completeness, and balance); Phase 4 conducts final tradeoff with Past Performance weighted significantly more important than Technical and Price combined. Offerors must submit five volumes: Administrative/Cover Letter (including CAGE Code and UEI Number), Technical Proposal (maximum 10 pages addressing technical plan, emergency response strategy, personnel qualifications, and program management), Past Performance Information (three examples from the past five years involving similar VTE or elevator maintenance), Pricing (completed worksheets for Base Year and four Option Years), and Solicitation Provisions and Contract Clauses with representations and certifications. The PSC code is J039. Contracting Officer is Brandon Katka (brandon.katka@us.af.mil, 618-578-1131); Contract Specialist is Nicholas Dillon Weiss (nicholas.weiss.5@us.af.mil, 618-256-9288).
