About this file
This is a Request for Information (RFI) Log documenting ten questions submitted by offerors for the FY27 Elevator Maintenance Service Contract at Scott Air Force Base. The contract involves full-service maintenance and inspection of thirty-one (31) Vertical Transportation Equipment (VTE) units, with a firm-fixed-price structure covering all labor for preventative maintenance, inspections, testing, and both routine and emergency repairs. Labor is not separately billable under the standard CLINs but may be proposed and billed under a separate "Over and Above" CLIN (CLIN 0002) only for excluded services, including catastrophic event repairs, replacement/alteration/modernization work, vandalism or neglect damage, and third or subsequent service calls within a month due to power surges or fluctuations.
Key clarifications provided through the RFI process address the scope of required five-year elevator testing to be completed in the base year as a separate CLIN, equipment exclusions (2 units in Building 1600 under construction and 3 units in Building 1300 under warranty until February 2027), and inspection scheduling protocols. The contract is structured as a Total Small Business Set-Aside under NAICS code 238290 with a $22.0 million size standard threshold, with no additional evaluation preferences given for MBE, WBE, or VOSB certifications. FAR clause 52.219-14 (Limitations on Subcontracting) restricts prime contractors to 50 percent subcontracting, requiring at least 50 percent of contract performance be performed using direct W-2 employees, with exceptions for Similarly Situated Entity subcontractors sharing the same small business status. RFI responses were provided between June 29 and July 21, 2026.

RFI Log
| Requests For Information (RFIs) - FY27 Elevator Maintenance Service Contract | |||||
| RFI # | Date Recv'd | Date Sent to Customer/Technical Expert | RFI | Response | Date Answered |
| 1 | 25-Jun-26 | 29-Jun-26 | Can you please clarify if the first annual test shall include the five-year test for all traction and roped hydraulic elevators regardless of due date? | The five year test will now be listed as a separate CLIN that we are wanting completed in the base year. | 6-Jul-26 |
| 2 | 25-Jun-26 | 29-Jun-26 | Can you please clarify when we are able to charge a dollar amount for labor during a repair? | Per the Performance Work Statement (PWS), this is a full-service maintenance contract where the firm-fixed-price CLINs are intended to cover all labor for preventative maintenance, inspections, testing, and both routine and emergency service call repairs. |
Labor is not separately billable for standard repair activities. The fixed monthly price is inclusive of all labor required to maintain the specified equipment and meet the contract's availability requirements.
A separate dollar amount for labor may only be proposed and billed under the "Over and Above" CLIN (CLIN 0002) when the work is explicitly defined as an "Excluded Service" in PWS Paragraph 5. These instances are limited to:
Repairs necessitated by catastrophic events (e.g., floods, fires).
Work defined as a replacement, alteration, or modernization, as requested by the Government.
Repairs for damage caused by vandalism, neglect, or misuse.
Labor for the third and any subsequent service calls within the same month for a single piece of equipment, but only if the failures are due to power surges or fluctuations.
| For any "Over and Above" work on it's occurance, a proposal detailing the scope and itemized costs for labor and materials must be submitted to the Government for approval prior to the commencement of work. | 29-Jun-26 | |||||
| 3 | 25-Jun-26 | 29-Jun-26 | Is there a small business set aside for this contract? If so, what is the threshold for being considered a small business? | Yes - the threshold is $22M. | 29-Jun-26 | |
| 4 | 25-Jun-26 | 29-Jun-26 | Are you taking MBE, WBE, and veteran-owned business certifications into account for this contract? | This acquisition is being competed as a Total Small Business Set-Aside under NAICS code 238290. To be eligible for award, an offeror must qualify as a small business under this NAICS code. While the Government welcomes and encourages quotes from Minority-Owned (MBE), Women-Owned (WBE/WOSB), and Veteran-Owned (VOSB/SDVOSB) small businesses, no additional evaluation preference, extra points, or credit will be given for these specific socio-economic certifications under the evaluation criteria outlined in the solicitation | 29-Jun-26 | |
| 5 | 1-Jul-26 | 6-Jul-26 | Attachment 1 (Performance Work Statement) - 2.10 – “The first annual test shall include the five-(5)-year test for all traction and roped hydraulic elevators regardless of due date.” |
Is this accurate that you’d like a 5-year test done in year one regardless of due date? It appears some units already had 5-year testing performed in 2026 and most are not due for a few years.
| OR, would all inspections (annual or 5 year) be due within 90 days of current inspection due date? | The five year test will now be listed as a separate CLIN that we are wanting completed in the base year. | 7-Jul-26 | ||
| 6 | 1-Jul-26 | 6-Jul-26 | Per our site visit, can you please clarify the specific units/buildings (and total #of units overall) that are to be included in the RFP? From our notes: |
- 2 units in 1600 building are not to be included – an additional RFP would be issued around March 2027 for those?
- Building 1906 – This building / unit is to be included.
| - So, 32 units – 2 units + 1 unit = 31 units total? | Bldg 1600 is under construction and the completion date is unknown at this time. It is the Government's intent at this time to add bldg 1600 elevators to the service contract. This is not guaranteed. The 3 elevators in Bldg 1300 are under warranty until February 2027. These 3 elevators become part of this service contract in March of 2027. A 5-year inspection during the base year is not required for bldg 1300 elevators. | 7-Jul-26 | ||||
| 7 | 1-Jul-26 | 6-Jul-26 | When will the 3 year inspection need to be performed if the 5 year is in the base year? | My interpretation of Paragraph 2.10 is that a 5-year is conducted during the base year. A 1-year annual inspection shall be conducted duirng option year 1, 3 and 4. A 3-year inspection is conducted during option year 2. Per Thomas Krug from Elite Elevator Inspections, the local jurisdiction does not require the 3-year inspection and noted that there aren't any differences in testing proceedures between the 1-year and 3-year inspections. | 7-Jul-26 | |
| 8 | 7-Jul-26 | 7-Jul-26 | The limitations on subcontracting clause (52.219-14) is in RFQ Attachment 4. Can you explain this to me and what it means for this solicitation/award? | FAR clause 52.219-14 (Limitations on Subcontracting) is designed to ensure that small business set-aside contracts are actually performed by small businesses, rather than being passed through to large companies. Because this is a set-aside contract for services, the prime contractor cannot pay more than 50% of the contract value to subcontractors. You must perform at least 50% of the cost of contract performance using your own direct W-2 employees. There is one major exception to this rule. If you subcontract work to a "Similarly Situated Entity"—meaning a subcontractor that has the exact same small business status as you do for this award—their work does not count against your 50% limit. It counts as if you performed the work yourself. Consequently, you cannot win this award and subcontract the majority of the actual work (more than 50%) to a large business, or to a business that does not share your required socioeconomic status. Relying primarily on administrative or program management functions while a large business does the technical execution is not permitted. Additionally, please note that independent contractors (1099 workers) are legally considered subcontractors under this clause. The cost of any 1099 labor counts against your 50% subcontracting limit, unless that individual contractor formally qualifies as a Similarly Situated Entity on their own. The Government will review proposed teaming arrangements to ensure compliance with this requirement. | 7-Jul-26 | |
| 9 | 20-Jul-26 | 20-Jul-26 | Question regarding B1906 - Do you know if those will have overspped valves for the 5 year testing? | Yes - all equipment will need a 5 year with overspeed valve test. | 21-Jul-26 | |
