About this opportunity
The Department of the Air Force Air Mobility Command seeks a single Indefinite Delivery, Indefinite Quantity contract for flooring installation and removal services at MacDill Air Force Base and Avon Park Air Force Range in Florida, with proposals due June 11, 2026. The set-aside is for small business concerns under NAICS 238330 (Flooring Contractors) and PSC S214 (Housekeeping—Carpet Laying/Cleaning).
Place of performance includes MacDill Air Force Base in Tampa, Florida and Avon Park Air Force Range in Polk County, Florida. The contract ceiling is $9 million for a base year plus six option years, with a potential six-month extension. The contract structure is Firm-Fixed Price for labor and installation rates established at the IDIQ level; materials are quoted separately and priced individually on each task order. Installation rates will adjust annually based on applicable wage determinations (WD #2015-4571 for Hillsborough County and WD #2015-4541 for Polk County). Estimated contract award is approximately July 1, 2026.
The contractor must provide all materials (carpet, vinyl composition tile, luxury vinyl plank/tile, rubber flooring, ceramic/porcelain tile, adhesives, grout, base materials, and fastening hardware), equipment, tools, labor, transportation, and off-base storage. For carpet installations, the contractor must source from Air Force Carpet Program manufacturers (Mohawk, Engineered Floors, Interface Americas, Mannington, Tarkett, Milliken, Bentley Mills) unless otherwise specified. The Site Foreman/Superintendent and Quality Control Personnel must hold Certified Floorcovering Installer certification. All contractor personnel must complete criminal background checks and obtain required base identification and vehicle passes.
Quoters must submit a five-page technical approach, two-page past performance references with completed questionnaires directly emailed by references, IDIQ pricing matrix in PDF and editable Excel formats, and pricing for three sample task orders (two at MacDill, one at Avon Park). Technical proposals must address flooring replacement processes for modular furniture environments, waste disposal procedures, base pass request procedures, concrete moisture content verification, Air Force Carpet Program knowledge, management approach, and organizational structure. Award will be made on best value basis, evaluating Technical Capability (primary factor), Past Performance, and Price in order of importance. Quoters must guarantee proposed IDIQ rates through December 31, 2026, and price sample task orders or face removal from consideration.
Requests for Information are due May 11, 2026 (already passed as of the current date). Amendment 1, effective May 20, 2026, revised the offer date from June 4 to June 11, 2026 at 12:00 PM EST and incorporated Attachment 9 (RFI Responses), revised the Performance Work Statement, corrected sample task order quantities, and replaced Attachment 1 (Solicitation Provisions and Clauses) in full.
