About this file
This document is an addendum to FAR provisions 52.212-1 and 52.212-2, providing instructions to offerors and evaluation criteria for a commercial services solicitation for flooring installation work.
The Government intends to make one Indefinite Delivery, Indefinite Quantity (IDIQ) contract award with a ceiling of $9,000,000 for flooring installation services at MacDill Air Force Base and Avon Park Air Force Range. Contractors may optionally propose on Avon Park services without eliminating them from consideration. Quoters must submit responses in a single combined PDF file including a cover page, signed solicitation and amendments, technical approach (5-page limit), and past performance references (2-page limit). Separate files in both PDF and Excel formats are required for the IDIQ Price Matrix, MacDill Sample Task Order Price Matrix, and the Avon Park Sample Task Order Price Matrix if applicable. All pricing must be in U.S. dollars to two decimal places with visible formulas in Excel spreadsheets; hidden decimals or uneditable cells may render quotes non-responsive. The technical section must address flooring replacement processes for rooms with modular furniture, waste disposal procedures, base pass request procedures, concrete moisture content verification, understanding of the Air Force Carpet Program, management approach, and organizational structure with qualified employee skill mix. Past performance evaluation requires 3 to 5 references for flooring installation projects; references must directly email completed questionnaires to the Contracting Office rather than being submitted by the quoter. Award will be based on best value considering Technical Capability, Past Performance, and Price in that order of importance. Quoters must guarantee proposed IDIQ rates through December 31, 2026, and agree to honor their proposed rates for sample task orders or face removal from consideration and award going to the next best value quoter.

The Government may or may not contact references to request the Questionnaires, or regarding Questionnaires that are received from the references.
5.0. PRICE MATRIX: (PAGE LIMIT: As Required). This solicitation will result in pre-priced items on the IDIQ contract. See Attachment 3 for the IDIQ pricing spreadsheet. These rates will be used to price task orders for the contract duration. The IDIQ Price Matrix will consist of two components:
- Pre-established prices and rates for the base year and all option years.
- Pricing of the Sample Task Orders.
5.1. All prices shall be stated in U.S. dollars to two (2) decimal places. All percentage rates shall show all decimal places to be used as the multiplier in the sample task orders and all future task orders. No price or percentage shall have hidden extended decimal places. Any decimal places contained in a price or percentage field in the Excel file that are not visible in the PDF of the the Excel file may render the quote unresponsive at the sole discretion of the Government.

Sample Task Order Price Matrix if submitted, may result in the Quote being considered unacceptable and ineligible for award. Quoters are not required to submit an quote for APAFR.
5.3. Assumptions: Firms must indicate, in this section only, if any pricing related assumptions have been made, conditions have been stipulated or exceptions have been taken with this RFQ or the Statement of Work as written. If assumptions are not noted in this Volume and this section of the quote, it will be assumed that the firm’s quote reflects no assumptions for award and the firm agrees to comply with all of the terms and conditions set forth herein. It is not the responsibility of the Government to seek out and identify assumptions, conditions, or exceptions buried within the firm’s quote. Accordingly, any pricing related assumptions listed in any other volume or section shall be null and void.
5.3.1. Any exceptions taken to the price related terms and conditions of the RFQ shall be stated in this Section.
5.3.2. Any assumptions that are considered unacceptable by the Government and cannot be resolved may result in the firm being removed from consideration.
5.3.3. Failure to utilize the attached Schedule of Prices (Attachment 3) will result in the firm being removed from consideration for award.
5.4. Guarantee of IDIQ rates and Contract Issuance.
5.4.1. While it is the Government’s intent to award this Fiscal Year, Quoters shall guarantee proposed IDIQ rates through 31 December 2026 to allow time for award of the IDIQ at the proposed rates and of an accompanying task order.
5.4.2. DoD 7000.14-R Volume 3, Chapter 8, paragraph 6.4 requires an obligation be made at the time the IDIQ contract is awarded. It is the Government’s intent to use one of the Sample Task Orders to meet this requirement, however if one cannot be used it may be delayed until the contracting office is able to award an alternate task order requirement.
5.4.3. Should the apparent awardee fail to propose on a task order as required, or refuse to honor IDIQ prices/rates they proposed which resulted in their selection, the Quoter will be deemed unresponsive and award of the IDIQ will go to the next best value Quoter who honors their proposed rates and provides a quote for the task order requirement. If necessary, this process will continue until the IDIQ is awarded, or at the government’s discretion, the requirement will be cancelled or resolicited.
5.5. Sample Solicitation Task Orders
5.5.1. This solicitation also includes sample task orders to demonstrate the contractor’s application of these prices (Attachments 4A&B, 5A&B, 6A&B). These task orders represent real requirements which may or may not be awarded, although it is anticipated at least one may be awarded.
Refer to the instructions on each sample task order for information on completing the task order quote.
5.5.2. For standardization and streamlining of the task order pricing process in response to this solicitation, material rates and room sizes to be used are set by the government. Quoters are NOT required to contact Air Force Carpet Program vendors for pricing.
5.5.3. Following selection of the winning quote, the apparent awardee will be given the opportunity to validate room measurements in consultation with the Contracting Officer Representative and make quantity adjustments should the dimensions provided by the government be proven incorrect. The apparent awardee will also be required to contact the Air Force Carpet Program vendors to confirm availability and current pricing of the selected carpet, and other vendors for price validation of materials not available through the Carpet Program. The contractor will be permitted to revise task order pricing as supported by the selected awardee and concurred by the Contracting Officer for material quantity and price prior to award.
5.5.4. Should none of these task orders be awarded, the selected awardee will be required to price another task order.
6.0. NOTIFICATIONS
6.1. Notification of apparent award selection will be made in accordance with RFO 5.3 and R-DFARS 205.3 and Air Force policy. The contracting officer will also notify the apparent successful Quoter by email. Should award be delayed until availability of an alternate task order, notifications of an intent to award will be made.
6.2. The apparent awardee shall take no action to begin work until a written Contract is issued by the CO.
6.3. The Government reserves the right to withdraw and cancel this Solicitation. In such an event, notification will be made via SAM.gov.
ADDENDUM TO RFO 52.212-2 – EVALUATION-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
Note: All FAR Parts and Clauses referred to in this solicitation and in the subsequent contract are based on the Revolutionary FAR Overhaul which can be accessed at https://www.acquisition.gov/far-overhaul .
The following additions/changes are made to RFO 52.212-2:
1.0 NUMBER OF CONTRACT AWARDS
The Government intends to make one award. It is the Government’s preference to make one award encompassing services at both MacDill AFB and Avon Park Air Force Range (APAFR). Due to the location of APAFR, Contractors have the option whether or not to offer on services at APAFR for the initial solicitation and award. Not proposing on APAFR will not eliminate a Quoter from consideration. Given the basis of award discussed below, the government may award to an Quoter who did not propose on APAFR if it is in the government’s best interest. However, if an award is made which includes services at APAFR, then such services must be provided when required. The Government reserves the right to make a separate award resulting from this solicitation solely for services at APAFR if the Government determines doing so to be in its best interests.
2.0 BASIS OF AWARD: BEST VALUE
2.1 The government will award to the Quoter whose quote presents the best value to the government and in whom the Government has confidence the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention using the procedures in RFO 12.203 “Evaluation” and RFO 52.212-1(d) “Contract Award.” Factors evaluated will be in the relative order of importance Technical Capability, Past Performance, and Price. The Government may perform a comparative evaluation (comparing offers to each other) to select the contractor (or “contractors” if a separate award is made solely for services at APAFR) that is best suited and provides the best value, considering the evaluation factors in this solicitation.
2.2 The Quoter’s initial quote should contain the Quoter’s best terms. After receipt of offers, the Government will conduct an evaluation. However, during the evaluation process, the Government may, solely at its discretion, communicate with all, some, one, or no Quoters regarding their quotes. At any time prior to selection, including upon receipt of quotes, the Government may exclude a quote from further consideration for any material failure to follow instructions, including the omission of required information, or when the quote is no longer considered to be present a potential best value consideration for award.
2.3 Technical Approach
2.3.1 The technical offer will be evaluated based on the Quoter’s demonstrated understanding and capability to meet the requirements of the Performance Work Statement (PWS) as described in their technical offer.
2.3.2 The technical factor will not be deemed fully met if the Offer does not address the following:
2.3.2.1 Quoter’s process for replacing various flooring types in rooms with standalone and/or modular systems furniture using methods that don’t require disassembly of modular furniture or the removal/storage of furniture.
https://www.acquisition.gov/far-overhaul
2.3.2.2 Quoter’s process for disposal of waste and materials, showing the use of appropriate collection receptacles and an understanding that collection and disposal is solely the responsibility of the contractor.
2.3.2.3 Explanation showing a proper understanding of the base pass requesting process, required documents, and processing timelines.
2.3.2.4 Explanation showing the process and capability to verify that concrete floors comply with requirements on moisture content as recommended by adhesive or carpet manufacturers.
2.3.2.5 Evidence of a thorough understanding of the Air Force Carpet Program by providing a summary of the process the offer will use to obtain materials under the program and other details that demonstrate contractor’s understanding.
2.3.2.6 A management approach that demonstrates a thorough understanding necessary to meet PWS requirements and applicable labor laws
2.3.2.7 The company’s organizational structure, including roles and responsibilities of key positions, and identified employee skill mix and qualifications sufficient to meet PWS requirements and task order performance periods.
2.4 Price:
2.4.1 The IDIQ award will be an unpriced Indefinite Delivery, Indefinite Quantity task order contract with a ceiling of $9,000,000. The types, quantities, and frequency of jobs and materials is not known at time of award. The award will include unit prices or rates to be used to determine prices charged on task orders.
2.4.2 Evaluation of IDIQ prices and rates will include the use of priced sample task orders using those rates.
2.4.3 The Contracting Officer must be able to determine proposed pricing is complete, and is fair and reasonable in order to make an award.
2.4.4 Assumptions: Firms must indicate, in this section only, if any pricing related assumptions have been made, conditions have been stipulated or exceptions have been taken with this RFQ or the Statement of Work as written.
2.4.4.1 Any exceptions taken to the price related terms and conditions of the
RFQ shall be stated in this Section.
2.4.4.2 Any assumptions that are considered unacceptable by the Government and cannot be resolved may result in the firm being removed from consideration.
2.4.4.3 Failure to utilize the attached Schedule of Prices (Attachment 3) will result in the firm being removed from consideration for award.
2.5 Past Performance
2.5.1 The Government seeks to award to a company that will provide a quality service at a reasonable price with minimal performance risk. Past Performance will be evaluated to determine performance risk. The Government may consider any available source of Past Performance information, including from sources not provided by the Quoter. Past Performance information will be considered relative to its recency, relevancy and quality of performance in accordance with FAR Part 13.106-2.
File details come from the government source that posted it. Updated .
