About this file

This document is a cost summary spreadsheet template for federal contract proposals, designed in accordance with Federal Acquisition Regulation (FAR) 15.4 to ensure proposed prices are fair and reasonable.

The template comprises three primary cost breakdown documents: a Prime Contractor Cost Summary for work performed by the prime contractor's own forces without subcontractors; a Subcontractor Cost Summary to be completed for each subcontractor; and a Final Cost Summary consolidating all charges from the prime and all subcontractors with monetary reconciliation. Each cost summary includes line items for labor (by position and hourly rate), equipment (per unit cost), and materials (per unit cost), with columns for unit of measure, quantity, and line item totals. Both prime and subcontractor forms calculate subtotals, overhead percentages, and profit percentages, with a critical restriction that profit may only be charged by either the prime or subcontractors for work completed with their own forces, not for work subcontracted to lower tiers. The Final Cost Summary aggregates individual subcontractor totals, adds the prime contractor amount, incorporates insurance and bond calculations at specified percentages of defined bases, and produces a grand total. Additionally, bidders must complete a Collective Cost Analysis Summary breaking down total costs by materials, labor, equipment, indirect expenses (separated for prime and subcontractors), general and administrative expenses, and net total. All sections require completion of solicitation number and project title fields, with provisions to add additional line items as needed.

COST SUMMARY SPREADSHEETS

In accordance with Federal Acquisition Regulation (FAR) 15.4 the objective of proposal analysis is to ensure the final agreed to price is fair and reasonable. The complexity and magnitude of each acquisition determines the level of analysis required, thus cost analysis may be used to evaluate cost realism and the reasonableness of individual cost elements.

Your proposal must be accompanied by the attached documents as applicable:

A. The first document is for your firm as the prime contractor. This breakdown is only for the work the prime will perform with its own forces (i.e., without subcontractors).

B. The second document is for subcontractor work only. This document should be completed for each subcontractor.

C. The third document is the Final Cost Summary. This will include all charges from you as the prime and all subcontractors. All numbers must coincide with the previous documents monetarily.

A few notes:

*You may add additional lines if needed.

*Ensure you include your proposed percentages (%) in the lower blocks

ENSURE YOU COMPLETE ALL BLOCKS TO INCLUDE SOLICITATION NUMBER AND PROJECT TITLE.
