About this opportunity
The Department of the Air Force Test Center seeks competitive awards of a multiple-award, indefinite-delivery indefinite-quantity contract for design-build and construction services supporting restoration and modernization of military ground testing facilities at the Arnold Engineering Development Complex, with proposals due June 2 and questions due May 13, 2026. Amendment 2 was posted May 18, 2026.
This is full and open competition evaluated using the Highest Technically Rated Offeror method. The Government intends to award approximately eight firm-fixed-price contracts with a three-year base period (August 21, 2026 through August 20, 2029), one three-year option period, and one two-year option period. The IDIQ ceiling is $900 million across eight years, with individual task orders capped at $50 million and a guaranteed minimum of $1,000 per awardee. NAICS code 236220; small business size standard is $45 million in annual receipts.
Work is performed at Arnold Air Force Base, Tennessee, and geographically separated units including the National Full Scale Aerodynamics Complex in California, Tunnel 9 in Maryland, Holloman Air Force Base in New Mexico, and associated locations. Scope encompasses mechanical systems (air ducts, high-pressure piping, pressure vessels, chillers, boilers, pumps), electrical systems (switchgear, transformers, circuit breakers, variable frequency drives, lighting), instrumentation and control systems (programmable logic controllers, secure control systems, software development), and facility renovations (HVAC, fire protection, plumbing, communications, exterior, interior finishes).
Evaluation is limited to two factors: Work Sample Evaluation (minimum 12,000 validated points required for award eligibility) and Small Business Participation (acceptable or unacceptable). Cost is not evaluated at proposal stage but at individual task order level. All offerors must submit three volumes: contract documentation with bonding (minimum $50 million per project, $100 million aggregate), work samples and self-scoring matrices, and small business participation proposal. Other-than-small-business offerors must submit a Small Business Subcontracting Plan with DoD goals: 30% small business, 5% service-disabled veteran-owned, 3% HUBZone, 5% small disadvantaged business, 5% women-owned. Work samples must be completed within five years or at least 75 percent complete as of April 2026. Amendment 2 established liquidated damages at $240.49 per calendar day of delay and incorporated FAR clause 52.222-90 addressing DEI discrimination compliance. The Procuring Contracting Officer is Robert Mosley (robert.mosley.3@us.af.mil). Proposal validity period is 120 days.
